Tikait to sell sugarcane in Uttarakhand if demands not met

Muzaffarnagar: Bhartiya Kisan Union chief Mahendra Singh Tikait today threatened to sell his produce in Uttarakhand if sugar mills in Uttar Pradesh did not give better return for the farmers' produce. Talking to the media here, Tikait said Uttarakhand sugar mills are purchasing sugarcane for Rs220-225 per quintal, which is much more than the State Advised Price (SAP) of Rs170 being offered by the UP government.

Tikait also accused the UP government of working in the interest of mill owners and not for farmers.

The BKU chairman also threatened that the union will mobilise farmers to gather in Lucknow and stage a 'gherao' of UP Assembly if their demands were not met soon.

Crushing work in sugar mills has suffered in the state due to the protests, forcing India to import sugar from Brazil.

Political pressure on sugarcane pricing has forced the Union government to amend the October Ordinance clause which asked state governments to pay the difference of 'fair and remunerative price' and SAP. Elephant calf dies after falling from hilltop in U'khand

Dehra Dun: An elephant calf died after falling from a hilltop in Uttarakhand's Pauri district, forest officials said here today.

The seven-year-old calf was found injured with her hip bone broken by forest guards during a routine patrolling at Lansedowne forest division, about 150 km from here, yesterday, Lansedowne DFO Narendra Singh said.

The female pachyderm later succumbed to her injuries at night, he said.

Uttarakhand goes slow on renewable energy mission

After suspending its two major hydropower projects, the Uttarakhand government seems to be going slow on its renewal energy mission also.

After finalising three companies for producing energy through solar, biomass and biogas through a bidding process, the government has not issued any final allotment order so far despite the growing power demand in the state.

And the names of all the three companies are also being kept under wraps. The government last year invited bids from various companies under its renewable energy mission where there is tremendous potential for non-conventional source of energy.

After receiving the financial bids, an expert committee finalised the names of three companies which would be setting up plants in the state. Under the process, a 10 Mw solar and another 2 Mw biogas plant would come up at Haridwar district. Another 10 Mw biomass plant is being proposed at Tanakpur area of Kumaon region where there is vast scope of forest waste.

When contacted, top officials confirmed that all the three companies had been selected under the renewable mission but refused to divulge their names. “Just wait till the government issues the final order,” said the official.

Last year, the government suspended its two key hydropower projects, the 480 Mw Pala Maneri and 380 Mw Bhaironghait project under pressure from some social activists and saffron brigade. This has given a big set back to the Uttarakhand Jal Vidyut Nigam Limited (UJVNL) which was developing the two projects since it had already invested Rs 100 crore in the Pala Maneri project, which was in an advanced stage.

UP sugarcane farmers threaten to sell produce to Haryana, Uttarakhand

Muzaffarnagar: Sugarcane farmers today threatened to sell their produce to mill owners in neighbouring states of Haryana and Uttarakhand, which they claimed offered better prices, while lawyers boycotted courts and burnt effigies of sugarmill owners in support of the cane growers.

"The mill owners of Uttarakhand have agreed in writing to purchase sugarcane at Rs220 per quintal. Therefore, we will not sell our produce below this price," Bharatiya Kisan Union (BKU) national spokesperson Rakesh Tikait said here, adding in Haryana the price is around Rs200 per quintal.

The lawyers of the District Bar Association yesterday boycotted work at local courts and burnt effigies of mill owners.

Demanding reasonable prices for sugarcane growers, the bar criticised the government for working against the interest of the farmers.

The Centre has announced a price of Rs129.85 per quintal for sugarcane during the 2009-10 crushing season under Fair and Remunerative Price (FRP) system, while the Uttar Pradesh State Advisory Price (SAP) has been set between Rs165 and Rs170 per quintal.

Academic Institutions in Uttarakhand

Two academic institutions (Indian Institute of Technology, Roorkee and Kumaun University, Nainital) during 2007-08 and three academic Institutions (Indian Institute of Technology, Roorkee; H.N.B. Garhwal University, Srinagar (Garhwal); and Shri Guru Ram Rai PG College, Dehradun) during 2008-09 were supported in Uttarakhand through the programmes of Fund for Improvement of Science and Technology Infrastructure.

An amount of Rs.723.6 Lakhs and Rs.481.1 Lakhs were supported during 2007-08 and in 2008-09 respectively, to the above institutions.

This was stated by Shri Prithviraj Chavan, the Union Minister of Science and Technology in the Lok Sabha today.

Nishank to meet Mayawati on November 28

Dehradun, Nov 25 (PTI) Uttarakhand Chief Minister Ramesh Pokhariyal Nishank would meet his Uttar Pradesh counterpart Mayawati on November 28 in Lucknow to discuss various issues including Mahakumbh mela and division of assets between the two states.

The dues of Uttarakhand on various departments of Uttar Pradesh, as well as division of assets since the creation of separate hill state in 2000 and the issue of relieving employees, who opted for Uttarakhand would also come up during the meeting of two Chief Ministers, official sources said here.

Acting Chief Secretary NS Napalchyal held a meeting with heads of the various departments in this regard.

School children in Nainital learning parasailing

Nainital, Nov. 25 (ANI): As part of the Uttarakhand Government’s newly constructed adventure sports wing, a batch of school children are being trained in parasailing in Nainital.

This camp has a batch of 30 school children, including five girls from various local schools. It will be in action until November 26 in Nainital.

The school children are very excited with the prospect of trying out parasailing.

“There are many career options in this field now a days. This training will also help in case in future we join army or naval forces,” said Mukesh Joshi, a trainee.

However, this camp is not a one-off case.

The State Government has launched a new adventure sports wing under the aegis of its tourism department to develop and train the youth of the state in a variety of adventure sports.

“Uttarakhand’s infrastructure allows for better training of the youngsters in adventure sports. We have developed a special wing to provide training in adventure sports and encourage youth to take up these sports as a means of livelihood in their future,” said Lata Bisht, Adventure Sports Officer, Kumaon region, Uttarakhand.

The new wing will soon be holding many more such camps to provide training to the youth of the state in other adventure sports as well. (ANI)

House terrace collapse kills one, injures 14 in Uttarakhand

Rudraprayag (Uttarakhand): One woman was killed, while 14 others injured, when the terrace of an old house collapsed near the temple of Lord Madmaheshwar at Ukhimath area here, police today said. The incident took place yesterday, when the idol of Lord Madmaheshwar was being taken inside the Omkaleshwar temple and a large number of pilgrims gathered at the terrace of the old house to have its glimpse, they said adding that suddenly the

terrace collapsed killing one woman on the spot.

Two Uttarakhand ministers observe fast

Haridwar, Nov 24 (PTI) Protesting against the Centre's indifferent attitude towards its demand of allocating quota of foodgrains for pilgrims coming for Mahakumbh Mela, scheduled to be held early next year here, two Uttarakhand ministers today observed fast.

Alleging that the Centre is not paying attention to their demand of allocating quota for foodgrains especially in view of the coming Mahakumbh Mela, Food and Civil Supplies minister Diwakar Bhatt and Urban Development minister Madan Kaushik observed fast at Harki Pauri area here.

The Centre's indifferent attitude towards demand of the state government shows that it is anti-people, the ministers said.

Meanwhile, Uttarakhand government has extended the date of completion of construction work of permanent nature like roads and flyovers by two months to Dec 31 this year.

Uttarakhand economy is right on track: Nishank

Dehradun, Nov 23 (PTI) Brushing aside the Opposition's claim that financial condition in the state is deteriorating, Uttarakhand Chief Minister Ramesh Pokhariyal Nishank today asserted the "economy is right on the track" and said all the development works are going on.

The economy of the state is right on the track and the state is capable of overcoming any situation by increasing its own resources, Nishank told reporters here.

Moreover, Uttarakhand is a special category state which gets 90 per cent of central assistance as grant and 10 per cent as loan, he added.

The opposition parties as well as former chief minister B C Khanduri said that the economic condition in the state has deteriorated after the implementation of recommendations of sixth pay commission.

Nishank said the non-plan expenditure of the state has increased by 62.

NTPC aims big in hydel power

Chamoli (Uttarakhand), Nov. 22: State-owned NTPC is diversifying into hydro power and has set a target of 9,000MW capacity by 2017.

The thermal power producer will generate over 2,000MW hydroelectricity from Uttarakhand and Himachal Pradesh.

“The 520MW Tapovan Vishnugad (Uttarakhand) plan is expected to be commissioned by December 2011, six months ahead of schedule and can become NTPC’s first hydel project to take off,” K.K. Singh, general manager of the Rs 3,000-crore Tapovan Vishnugad project, told reporters.

Senior company officials said NTPC diversified into hydel power to become an integrated energy utility.

“We have developed core competence in thermal projects and hence, in the past, were focussing entirely on coal and gas-based projects. There is a possibility of coal and gas shortages in the future and we are now trying to become an integrated energy utility with a diversified fuel mix,” officials said.

NTPC’s proposed hydro-power generation is higher than National Hydroelectric Power Corporation Ltd’s (NHPC) installed capacity of 5,175 MW from 13 stations.

NHPC is setting up 11 projects for an installed capacity of 4,622MW.

“Big hydro projects in India have faced a lot of problems in the past. That is why we want to expand our hydro footprint through small projects. We are using tunnel boring machine in the 520MW Tapovan Vishnugad project that is a first-of-its kind technology in India,” Singh said.

“We are involving locals in the power project and have provided jobs to all people affected. The use of tunnel boring machine has less environmental impact compared to drill and blast,” the NTPC official said.

NTPC is building four hydro power projects in Uttarakhand — 520MW Tapovan Vishnugad, 600MW Loharinag Pala, 171MW Lata Tapovan and 261MW Rupsia Bhagar Bara. The 800MW Koldam project in Himachal Pradesh will be operational by 2017.

World Bank Loan for Water Supply


The World Bank has extended loans to the States of Karnataka, Maharashtra, Uttar Pradesh, Uttarakhand, Punjab and Kerala for implementing rural water supply projects. During the last three years, loans have been taken by Kerala, Karnataka, Maharashtra, Uttarakhand and Punjab. The amounts disbursed by the World Bank and utilized by these States is as follows:

The project of Andhra Pradesh has been approved by the World Bank only in September 2009 and implementation has not yet commenced, hence no amount has been utilized.

NGOs and private institutions are involved in these projects for monitoring, capacity building of all stakeholders, dissemination of information, etc. The same role has also been envisaged in the project of Andhra Pradesh.

SAP implementation only after amendment in Par: U'khand govt

Dehra Dun: After the Central decision to restore State Advised Price (SAP) for sugarcane, the Uttarakhand government today said it would wait for an amendment in Parliament in this regard.

"We will wait till Parliament amends the recent ordinance on sugarcane which has put the burden of SAP on state government," Sugarcane minister Madan Kaushik said.

The moment the ordinance is amended in Parliament, the government would take no time to declare the SAP, he said.

Kaushik also indicated that the new crushing season would begin after the declaration of SAP.

Sugarcane farmers are up in arms in the state demanding "right" price for their produce.

Missing Uttarakhand policeman found

Dehradun, Nov 21 (PTI) A policeman who went missing from here over two weeks back has been traced to an ashram in Rishikesh and brought back.

Trainee sub-inspector Bhaskar Thapaliyal had gone missing on November 4 after he informed his seniors that he was feeling unwell and unable to attend duty.

Uttarakhand police was looking for Thapaliyal and found him at an ashram in Rishikesh yesterday, police sources said, adding he was brought back last night.

The 28-year-old was looking mentally disturbed, they said. He told police that he had gone to Rishikesh to become a saint.

SSP Abhinav Kumar said Thapaliyal had been suspended and was being questioned.

Security beefed up in Har Ki Pauri ahead of Maha Kumbh Mela

Haridwar (Uttarakhand), Nov 20(ANI): Security has been beefed up at Har Ki Pauri, a sacred ghat on the banks of river Ganges, ahead of the Maha Kumbh Mela.

During the ‘Maha Kumbh Mela, Har Ki Pauri will be one of the main sites where pilgrims will converge to take dip in the holy river Ganges to wash away their sins.

Slated for January 2010, the festival is celebrated once in every 12 years and some 10 million people are expected to converge at Haridwar.

Sensing the importance of the ghat, elaborate security arrangements have been put into place so as to prevent any untoward incident.

Kailesh Keshwani, president of a local business association, said that locals must be made aware about the security threat at Har Ki Pauri.

“If they can create awareness among the local people and take out the fear out of them, if the local can provide any information regarding any terrorist then it would be a great help to the security officials. I feel that the local people should be made aware about the security of Kumbh Mela,” Keshwani said.

Uma Kant Panwar, Commissioner of Police, Garhwal region, said that in the wake of the recent developments like the David Coleman Headley case, a terror suspect in 26/11 Mumbai attack, they are doing everything to tackle any possible threat.

He also said that security arrangements have been put into place in coordination with the neighbouring states.

“See as far as we can anticipate any danger, we are doing everything and if any new incident come to the fore like the recent Headley case, which has come to fore only 10 days back. So, we are doing everything necessary to tackle any new situation. As far as we can anticipate with our information, we are prepared,” Panwar said.

Mehant Garn Dass, a Vishwa Hindu Parishad (VHP) leader, said that the security arrangements at the ghat are satisfying.

“There is no lack in the security arrangement here. The security police for the mela (Kumbh Mela) are performing their duty quite efficiently and they keep patrolling the area,” said Dass. (ANI)

NTPC buys insurance cover for an entire village

Chamoli (Uttarakhand), Nov. 16 Marking a first, power major NTPC Ltd has got an insurance cover for an entire village for five years against any disaster or mishap while carrying out work on a hydro-power project in Chamoli district of Uttarakhand.

The initiative, aimed at ensuring timely completion of the 520-MW run-of-the-river Tapovan Vishnugad project on the river Alaknanda, could set the trend for future hydel projects in the country. Most hydro-electric projects fall behind schedule on account of resistance from affected people in the vicinity of the project site.

“The only way forward in building hydro projects is to take the affected people on board. The insurance cover is a step in this direction,” Mr K. K. Singh, General Manager of the Tapovan Vishnugad project, said. The Rs 8.26-crore insurance policy from state-owned United India Insurance covers the 100-odd families of Selang village, which is close to the project site. In all, 164 structures are covered under the policy, which includes houses and even cow-sheds of the villagers, along with the Panchayat Bhavan, the local school and a temple. The cover is for five years starting from October 14 this year and can be renewed subsequently.

“The policy covers all risks, including the risk of damage to structures during construction. Besides, natural disasters including landslides are also part of the cover,” an NTPC official said. The Selang insurance cover is a test case, which can be replicated with the other affected villages as well, the official said. The Rs 3,000-crore Tapovan project is the first for the thermal power major, with NTPC advancing commissioning of the project by six months to ensure that the first unit comes on stream in the terminal year of the current Plan period.

The innovative ploy by NTPC to tackle resentment among project-affected people comes in the backdrop of the thermal major charting out an aggressive entry into the hydro sector. The company is working on a hydro capacity of over 2,300 MW in Himachal Pradesh and Uttarakhand. Two of its initial hydro projects — the Koldam project in Himachal Pradesh and Loharinag Pala project in Uttarakhand — have fallen behind schedule on account of problems in civil construction and environmental activism.

“We are planning to bring the Tapovan project for benefits in the Eleventh Plan itself, making it the first hydel project to be commissioned by NTPC,” Mr Singh said. While NTPC had earlier conceived Tapovan Vishnugad as a merchant power project, the company is planning to convert it into a regular power project by entering into power purchase agreements (PPAs) with beneficiary states in the northern region.

NTPC is using a ‘Double-Shield’ Tunnel Boring Machine (TBM) with precast concrete segmental lining to mitigate the challenge of difficult terrain and adverse Himalayan geological conditions. The project is designed for annual generation of 2,558.36 GWH and the beneficiaries will be Uttarakhand and the northern States.

Uttarakhand seeking no objection from NHPC for Lakhwar Vyasi project

BS reported that the Uttarakhand government has urged the centre to ask NHPC to issue a no objection letter, which is needed for resuming the work of the 420 MW Lakhwar Vyasi multi purpose project.

Mr Shatrughan Singh principal secretary energy of Uttarakhand in a letter to Mr H S Bhrahma union power secretary said the Uttarakhand Jal Vidyut Nigam Limited which was allotted the project last year has agreed to pay to NHPC INR 43.184 crore that has been authenticated by the central power utility through its audited account.

Mr Singh said that “I would like to mention that for payment of additional sum of INR 29.888 crore, Central Electricity Authority may be made the sole arbitrator. If the CEA recommends payment of additional money, the same can be promptly paid by UJVNL.”

Dehradun, Nov 19 (PTI) Security has been strengthened in two schools in Uttarakhand following threats by militants to blow them, official sources said today.

Jawans of Provincial Armed Constabulary have been posted at the city-based Doon School and Woodstock School located in Mussoorie.

A bunker has been built outside the Doon School and armed policemen posted there, official sources said adding that directions to install CCTVs also given.

Besides, policemen in plain clothes are keeping a close watch on the activities of people visiting the area.

When contacted, Senior Superintendent of Police, Dehradun, Abhinav Kumar said that security has been stepped up around these schools as a safety measure.

Notorious tiger poacher Totha Ram arrested

NEW DELHI: A notorious tiger poacher from Panipat, Birbal alias Totha Ram, was arrested on Wednesday in Banbasa at Champawat district of

Uttarakhand in a joint operation of the Uttarakhand police and forest department with assistance from the Wildlife Protection Society of India (WPSI).

Totha Ram, who is the leader of a bawaria poaching gang, was arrested along with a local associate. A tiger trap, another half-made trap, two deer antlers, knives and skinning tools, a net, two mobile phones and a motorcycle were recovered from them. Totha Ram has been arrested twice before - in May 2003 with poaching tools, and in August 2004 with a tiger skin (this was also a WPSI assisted case). He was out on bail from the 2004 case and is believed to have been camping in Banbasa with the intention of killing a tiger.

"We are delighted with this case, particularly since it appears that this poacher was caught just before he was able to kill a tiger. It is another example of how important it is to stop the activities of habitual poachers, who continue to carry out their illegal activities even while out on bail", said Belinda Wright, executive director of WPSI.

Totha Ram comes from a family of tiger poachers. His sister Dilpo was recently convicted to five years rigorous imprisonment by a court in Pilibhit, Uttar Pradesh, for a 1992 tiger case. She had earlier been convicted in November 2005, by a court in Bahraich, Uttar Pradesh, for carrying the skin and bones of a tiger that was killed at Katerniaghat Wildlife Sanctuary in February 2005.

Fourth person dies due to swine flu in Uttarakhand

The dreaded swine flu today claimed one more life, taking the total deaths due to the disease in Uttarakhand to four.

Nodal Officer the state, Dr Pankaj Jain today told reporters that a student, Pranav Solanki studying in a local school was admitted to Himalayan Hospital few days back after suspecting swine flu and his blood samples were sent to Delhi.

According to blood report received yesterday, Solanki tested H1N1 positive and later when his parents were contacted, it came to light that he had died on November 9, Jain said.

He also said that prior to this, three persons including one women had died of swine flu and added that Solanki's parents too have been given medicines

Uttarakhand CM contemplating joint strategy of Himalayan states

Dehradun: After advocating a separate Central policy for Himalayan states, Uttarakhand chief minister Ramesh Pokhriyal Nishank is contemplating to launch a joint strategy with them for the overall development of the region.

Nishank is planning to convene a conference of chief ministers of Himalayan states here shortly to discuss the issues of development, the economy and industrial activities.

Chief ministers of Jammu and Kashmir, Himachal Pradesh, Sikkim and other Northeastern states are expected to take part in the conference, dates for which would be announced later, an official spokesman said.

Nishank is also seeking from the Centre a special compensatory package for preserving natural wealth in the hill state as well as extension of the industrial package 2003 till 2020.

Experts said there should be a separate Central policy for hill states where a big mass of land comes under forest cover.

"Since we are preserving forests for the whole of the country, we must get special compensatory package," said a forest department official.

The government's estimate suggests that for preserving reserved forests, especially wildlife national parks, the state must get Rs1,000-1,500 crore annually as part of this compensatory package. The spokesman also reiterated the demand for an extension of the special industrial package till 2020 for Uttarakhand and said the state should get all the incentives which had been given to its north-eastern counterparts.

Recently, Union health minister Ghulam Nabi Azad favoured a separate policy for three Himalayan states of Jammu and Kashmir, Himachal Pradesh and Uttarakhand.

Union minister of state for labour Harish Rawat has also agreed with Nishank that the special industrial package for Uttarakhand should be extended.

Rawat said he would launch efforts in this regard.

Uttarakhand to get Rs.400 crore for Kumbh Mela

The central government has released Rs.400 crore for preparations for the Kumbh Mela religious festival, to be held next year at Hardwar in Uttarakhand.

'We are happy to announce that the central government has released Rs.400 crore for the preparations,' Uttarakhand Chief Minister Ramesh Pokhriyal said in his inaugural address at the India International Trade Fair here Saturday.

'Visitors to the Kumbh Mela are not in lakhs but in crores. So our government is doing everything to manage things smoothly. Preparation is on full swing and with this financial support we will be able to make this event a success,' Pokhriyal said.

The festival is scheduled to start Jan 14 on the occasion of Makar Sankranti, considered an auspicious day on the Hindu calendar.

He also welcomed the move to make Uttarakhand the focus state at this year's trade fair, saying: 'This will give us an opportunity to showcase our resources and tourism opportunities to international and domestic tourists.'

IMA officials meet Uttarakhand police to review security

Dehra Dun: Officials of the prestigious Indian Military Academy (IMA) on Thursday met Uttarakhand police brass to review the security of the institution in the wake of threat perception. IMA sources, however, described it as a routine meeting and said ever since intelligence reports have indicated that vital installations across the country, including IMA, are on target of terrorists, such meetings are being held regularly to review the security of the Academy.

The Academy produces officers for Indian Army and the Passing Out Parade of the winter batch is scheduled next month. Against the backdrop of American terror suspect David Headley's several visits to India, the Centre yesterday warned five states, including Uttarakhand, against terrorist attacks particularly targeting military training academies. The states alerted have been asked to coordinate with the army authorities as well as the administration of Indian Military Academy here and the National Defence Academy in Khadakwasla about security arrangements.

Two more medical college in the offing in Uttarakhand

Dehradun, Nov 12 (PTI) After setting up its first medical college in the state last year, Uttarakhand government is now contemplating building two more such institutions at a cost of Rs 400 crores.

Under the proposal, a medical college will be set up in the capital city of Dehradun and the other in the hill resort of Almora in Kumaon region, Chief Minister Ramesh Pokhriyal Nishank said.

A proposal for the college in Dehradun has already been submitted to the Medical Council of India (MCI).

The government last year set up its first medical college at Srinagar in Garhwal region which has already started functioning.

Nishank said the government is also mulling over the idea to take over the forest trust hospital in Haldwani.

With this, the total strength of government medical colleges in the state would go up to four.

Haldwani, Nov 11: A group of women in the Haldwani region of Uttarakhand have launched a drive to root out the use of polythene bags by making eco-friendly paper bags.

An initiative of 'Pahal' (Initiative), a self help group, these women are making bags out of old newspapers, which are as sturdy as normal polythene bags.

"We at 'Pahal' had raised many issues related to environment and it is in this context only that we have provided these women with training in making paper bags. Through this, we have also opened up an employment opportunity for them," claimed Afsaar Bano, Coordinator, 'Pahal'.

Aware about the hazards of using polythene bags, the women are happy about contributing towards environment preservation.

"Polythene bags are much in use. So, this is a small effort from our side to make these paper bags and do our bit to help save the environment," said Kamla Tamta, a member. These women use ropes and old newspapers to make these bags and make around 200 to 300 bags in a day.

The project is generating around rupees 4,000 as monthly income for these women.

Yoga boosts heart health

Want to have a healthy heart? Practice yoga daily as Indian researchers have claimed that breathing exercises, stretching, relaxation and meditation improve heart health .

According to the researchers at IIT-Roorkee in Uttarakhand, heart rate variability, a sign of a healthy heart, has been shown to be higher in yoga practitioners than in non-practitioners.

Ramesh Kumar Sunkaria, Vinod Kumar and Suresh Chandra Saxena of the Electrical Engineering Department evaluated two small groups of men in order to see whether yoga can improve heart health.

The team said that in their preliminary study of 84 volunteers, there was strengthening of parasympathetic (vagal) control in subjects who regularly practice yoga, which is indicative of better autonomic control over heart rate and so a healthier heart.

They analysed the "HRV spectra" of the electrocardiograms (ECG) of 42 healthy male volunteers who were non-yogic practitioners, and 42 who are experienced practitioners, all volunteers were aged between 18 and 48 years.

The spectral analysis of HRV is an important tool in exploring heart health and the mechanisms of heart rate regulation, according to the team.

Sushilkumar Shinde visits NTPC’s Tapovan Project

Union Minister of Power Shri Sushilkumar Shinde took detailed review of 520 MW NTPC’s Tapovan Vishnugad Hydro Power Project situated in Joshimath Uttarakhand and saw the functioning of the Double Shield Tunnel Boring Machine (TBM) deployed at the project and visited the power house site on 9.11.2009. Shri Shinde inaugurated the work for power house pressure shaft at the site. Expressing his satisfaction over progress of the project Shri Shinde hoped that the project will start generating by 2012. He even visited the control room set up to monitor the Double Shield Tunnel Boring Machine (TBM) with precast concrete segmental lining, state of the art technology to mitigate the challenge of difficult terrain, adverse Himalayan geological conditions and social constraints. Shri R.S. Sharma, CMD, NTPC was also present with the team from Tapovan Vishnugad on the occasion at the site.

Under construction Tapovan Vishnugad Run of River (ROR) river scheme over Dhauliganga in Uttarakhand. The project is designed for annual generation energy of 2558.36 GWH and the beneficiaries of the project shall be Uttarakhand and states of northern region and Union territories

Pitroda asks Uttarakhand to set up knowledge commission

Dehra Dun, Nov 9 (PTI) Knowledge Commission Chairman Sam Pitroda today asked Uttarakhand to have its own branch of the commission which can implement recommendations of the national body in the state.

Speaking at a seminar here on the eve of the ninth formation day of Uttarakhand tomorrow, Pitroda said the state has the potential to become the knowledge capital of the country.

He said the goal was not difficult to achieve as the state had an able leadership.

Finding faults in the current education system, he said most of the education degrees except from IIMs and IITs are useless in India.

Pitroda also urged scientists involved in research programmes to come into the field of teaching and teachers to join the field of scientific research.

He also said the country will witness another communication revolution in the years to come.

Pithoragarh, Nov 9(PTI) Union minister of state for labour Harish Rawat today said that Uttarakhand will soon be linked with railways.

"After the Centre's recent policy, railway lines will be based on backwardness of the area rather then its economic viability. Uttarakhand can hope to be connected by railway line."

Rawat said that he is very keen to take part in the future making process of Uttarakhand as his roots lies hare and said, "If party permits, I would like to active to lead the party in 2012 election in Uttarakhand."

The union minister, who was here on a brief visit, said denied allegations by Uttarakhand CM Ramesh Pokhariyal Nishank that the Centre has scrapped the annual plan size of the state.

"The Uttarakhand government presented before planning commission its annual plan worth Rupees 5000 crore, which was increased by 557 crore.

Major share of Mela fund for temporary works

Haridwar, Nov 8 (PTI) The Uttarakhand government will release Rs 324 crore for taking up temporary works for next year's Maha Kumbh Mela here.

Uttarakhand Chief Minister Ramesh Pokhriyal Nishank after inaugurating 'Haridwar Mahotsav' here, said 75 per cent of the total allocation of Rs 440 crore would be spent on temporary works.

Facilities like water, accommodation would be taken up under temporary projects, while roads would be laid and flyovers constructed under permanent works.

The Supreme Court has given clearance for a bypass at Haridwar which would decongest the area during the Mela, he said.

The Mela is scheduled to start on January 14 on 'Makar Sankranthi'.

Uttarakhand CM flags-off green marathon

Dehradun, Nov 8(PTI) Kicking-off celebrations for the ninth formation day of Uttarakhand, Chief Minister R P Nishank today flagged-off a green marathon and pledged to work for the environmental protection.

At a function held here, Nishank said the message through green marathon would be to work for growing more trees in the state, where 65 percent of the landmass was under the forest cover.

U'khand to set up NIT for Rs 400-500 crore

Focusing on the education sector, the Uttarakhand government has announced setting up of a National Institute of Technology (NIT) in Pauri district at a cost of Rs 400-Rs 500 crore.

Stating this, Chief Minister Ramesh Pokhriyal Nishank told reporters that the government was looking for land in the district for the proposed NIT, which would be the first in the hill state.

Uttarakhand has the privilege of having an IIT at Roorkee. Besides the NIT, a couple of new medical colleges have also been proposed in the state. The government has decided to build two medical colleges at an investment of Rs 200 crore each. Dehra Dun will soon get its first government medical college for which a proposal has already been submitted to the Medical Council of India (MCI). For this purpose, the government is looking for 10-acre land in the city. Already, some possible sites have been identified in this regard. Another government medical college would be built at the hill resort of Almora in Kumaon region for which Nishank recently held “bhoomi pujan.”

Nishank also said his government was contemplating a move to take over the forest trust hospital at Haldwani. With this, the total strength of government medical colleges in the state would go up to four.

The government last year set up its first medical college at Srinagar in Garhwal region, which has already started operation.

Already, two private medical colleges – Shri Mahant Indresh Medical College and Jollygrant Medical College — are functioning in Dehra Dun district.

Uttarakhand sets up expert committee on SAP

Dehradun: The Uttarakhand government has set up an expert committee, comprising representatives of private sugar mills and other experts in the field to decide the SAP.

The committee was set up after private mill owners moved the high court challenging the government's State Administered Price (SAP)--the rate at which millers buy sugarcane from farmers--in 2007-08, saying it was done in an arbitrary manner as the cane board, mandatory under the act regulating supply and purchase of cane in the state, was not set up.

There are 10 sugar mills in the state out of which 6 are in the government and cooperative sector and rest in private hands.

The government brought in the Uttar Pradesh Cane Regulation of Supply and Purchase Act, 1953 Amendment Bill 2009, in the state assembly for setting up the committee, which will be headed by chairman of state cane development advisory committee.

It also comprises agriculture experts, representatives of sugarcane mills and cane growers. The committee is headed by additional secretary Vinod Sharma.

HBTI Prof appointed V-C

KANPUR: Dr Vinay Kumar Pathak, dean of Research and Development and head and professor, department of Computer Science and Engineering, HBTI, Kanpur, has been declared as the new V-C of the Uttarakhand Open University at Haldwani by the governor of the state of Uttarakhand here on Thursday afternoon.

Dr Pathak will serve as V-C of the open university for a period of three years.

He pursued his M Tech from IIT-Kharagpur and B Tech from the department of Computer science and engineering, HBTI in 1991.

Nainital hails the colourful autumn festival

Nainital (Uttarakhand), Nov 6- ANI: To give the tourism sector a boost in the Uttarakhands Kumaon region, the scenic Nainital city is hosting this year's edition of the annual autumn festival named 'Sharadutsav'.

At a colourful event, the 'curtains-up' for 'Sharadutsav-2009' was witnessed to an overwhelming response of locals and tourists on Thursday.

The five-day festival promises to showcase a lot of programmes to entertain the audience and tourists visiting the hill station.

Apart from presenting the local cultural dance to the audience the programme included a mimicry show by stand up comedian Sudha Mishra.

Renowned Sufi singer Kailash Kher enthralled the audience in his melodious voice with a blend of Bollywood songs and Sufi music.

According to the officials of the Tourism Department, the inflow of tourists this year has increased by 15 percent and no wonder, they expressed happiness at these trends.

If we look from a broader perspective, last year around 6,39,000 tourists visited Nainital. This year till October around 6,50,000 people visited Nainital and by the end of this year we expect the number to reach the range of 7 to 7.45 lakhs, an increase of 15 percent, said J C Beri, Regional Tourist Officer of Kumaon.

On their part, the audience at the festival was thrilled to see popular as well as talented singers and artists performing in the town, famous for its lake.

Till now we had only seen Kailash Kher on television. It was for the first time that we saw him performing live. We really enjoyed his performance and wish that he performs next year also, said Kanika, a local.

Braving the drop in the mercury, the visitors with utmost enthusiasm have been enduring the chill and enjoy the warmth of the festival to the fullest.

On 9 November, it will be 'curtains-down' for the festival 'Sharadutsav Nainital-2009' and the enthralled audience will have to wait for the next year's edition with hopes of similar thrills. - ANI

Gandhian model for industries in the hills

Nine years after it was carved out, Uttarakhand is yet to make any considerable headway on the industrial development front in the hills, which in turn has failed to stop the widespread migration of youths towards the plains.

Though the industries department here claims that small industries entailing an investment of over Rs 100 crore would set shops in the hills this year, experts today asked the government to focus on the Gandhian model that promotes eco-friendly village and cottage industries in the mountainous areas, which they believe have vast potential of generating new sources of income.

At a seminar here, experts from Mumbai-based Bhaba Atomic Research Centre (BARC), Forest Research Institute (FRI), industrial sector, NGOs and Chief Minister R P Nisank sat together to discuss the promotion of industrial development in the hills.

R Chidambram, Principal Scientific Advisor (PSA) to the Prime Minister, called for utilising rural technologies for creating entrepreneur skills and employment opportunities in the hills. Giving a presentation, Chidambram said the central organisations like BARC and RUTAG have developed umpteen technologies which can be utilised for the development in the hills. He cited the examples of watermills which have now been upgraded to produce more electricity.

Nishank said his government was serious to promote industrialisation in the hills and called for promoting herbal-based industries. He said the government would now start offering special packaged “prasad” made of local-based resources at the Chardham temples comprising Badrinath, Kedarnath, Gangotri and Yamunotri, which would generate more income for the tribal people of the area.

In his presentation, Pankaj Gupta, President of Indian Association of Uttarakhand (IAU) called for encouraging Gandhian model for industrial development in the hills. He said Mahatama Gandhi had advocated that village and cottage industries should be promoted which can now be replicated in the hills. He said the government should support the art of making souvenirs, handicrafts and other items on which small cottage industries in the sector can be set up.

Rakesh Oberai, Chairman CII Uttarakhand State Council called for promoting green industries in the hills and said the government should focus on organic farming. The agri produce of the state both processed and unprocessed should be marketed under a common brand, he said.

Water Sports Camp in Uttarakhand, India

In India’s Uttarakhand state, the department of tourism is promoting adventure water sports among the youth by organizing a special camp.

Uttarakhand is a hilly state with numerous rivers and streams and is gaining prominence in adventure sports.

Canoeing and kayaking are the two adventure sports taught at the training camp. Besides encouraging youth to give them a try, the activity also attracts tourists.

"The main objective of the tourism department is that the youth should get inspired by water sports. This will further inspire them to participate in national and international tournaments.”

A total of 28 youngsters and enthusiasts from other parts of the country are enrolled.

"The government should organize these camps more frequently, so that the people interested in adventure sports can be trained properly and be able to compete in competitive tournaments."

Uttarakhand has huge potential for trekking, skiing and water sports.

He said the government would now start offering special packaged “prasad” made of local-based resources at the Chardham temples comprising Badrinath, Kedarnath, Gangotri and Yamunotri, which would generate more income for the tribal people of the area.

U'khand urges PM to extend industrial package

Dehra Dun, Nov 3 (PTI) Uttarakhand Assembly Speaker Harbans Kapoor has appealed to Prime Minister Manmohan Singh to extend the period of industrial package to the hill state, which ends in March next year.

The industrial package, which the state got in 2003, provides various incentives such as exemption from excise and income tax to company's for setting up units in the state.

In a letter to Singh, Kapoor said if the period of industrial package was not extended beyond March, 2010, it would adversely affect the industrial growth in the state, which has only limited number of big industries.

Kapoor said it would also affect the future of thousands of youths who are working in different industries.

He said since about 60 per cent of land Uttarakhand is under forests, the Prime Minister should look into the demand "sympathetically".

Nationwide tiger census due in 2010

Nainital(Uttarakhand), Nov 3(PTI) With nationwide tiger census due to be conducted in 2010 by All India Tiger Authority in collaboration with Wildlife Institute of India Dehradun, national parks are gearing up for the same, a top WII official said here.

A senior scientist at WII, YB Jhala today said that the camera trap technology would be used for tiger census, as it is one of the most reliable and accepted method.

Jhala added that a three-day training of national park officials from Rajasthan, Uttar Pradesh, Uttarakhand and Bihar is being organised at Ramnagar, 65 kms from here, to share the techniques for tiger census.

The workshop, which started yesterday aims at optimum accuracy for knowing the numbers of tiger in the country, the senior scientist said adding that the representatives of four states would further train their staff after completing the training here at Ramnagar.

Nishank to contest from Srinagar

Dehradun, Nov 1(PTI) Uttarakhand Chief Minister Ramesh Pokhariyal Nishank has decided to contest the next assembly elections from Srinagar seat in the Garhwal region.

The decision by Nishank is due to the fact Thalisain Vidhan Sabha seat, currently represented by Nishank would become part of Srinagar assembly seat because of delimitation, a senior party leader said.

BJP sources said Nishank has already made up his mind to contest the election from Srinagar and has apprised the party high command of his decision.

With this, the sitting MLA from Srinagar Brijmohan Kotwal would now contest the next election from Pauri seat, party sources said.

With the announcement, sources also pointed out that Nishank would lead BJP in the next assembly elections scheduled to be held in 2012.

Increased water level destroying houses along Tehri Dam

Uttarkashi, Oct. 31 (ANI): Due to an increase in the water level of the Tehri dam, cracks have erupted in many houses, while dozens have already submerged in water in Chinauli district of Uttarakhand.

People living in the damaged houses are facing constant threat to their lives.

“12-15 people keep going to the Tehri Dam continuously to raise our voices. PTT made a Committee to address the issue but they have not given a penny as yet. The villagers are homeless; they are living on the road. They do not have rooms to stay. The winters are approaching which will worsen the situation, but the government is in a deep slumber and pays no heed,” said Ratan Singh.

Forty villages along the dam are already in the danger zone.

“The Bridge has submerged in water because of high water levels, causing a village with a habitation of 52,000 people to drown. Their livelihood is affected with the transportation and business too. There is paucity of food. Around 1,500 students are affected because of submersion of bridge as the alternative way amounts to a distance of 22 kilometres as compared to 500 metres before, ” said Purushottam, Head of the affected villagers.

Authorities, however, have another tale to tell.

“Two houses in Chinauli which fall in the low-lying areas had developed cracks when the water level went high, but, now the water levels have fallen. We have their compensation files with us, which are being sent to the Rehabilitation office,” said Dr. Rajesh Kumar, Additional Collector, Uttarakashi.

Experts say the situation calls for immediate steps to prevent a bigger tragedy. (ANI
