Uttarakhand villagers marooned for over two years

Chai (Uttarakhand), Aug 21 (ANI): Residents of Chai village in Uttarakhand are still struggling to cope up with the predicament, which they encountered nearly two years ago when water from a tunnel of a powerhouse project gushed into their homes.


It was on October 25, 2007 that a massive leakage in the tunnel of the 400 MW powerhouse project constructed by the Jaiprakash Power Ventures Limited, a subsidiary of Jaypee Group of Industries resulted in the entire Chai village being inundated.

Only couple of families out of 25 were compensated.


With no roof over their heads and facing Herculean task to travel to the nearby villages or other places for their work, these families have reached the limit of their patience.


"When the tunnel built by JP Company (Jaiprakash Power Ventures Limited) poured out two years ago, our complete village was wiped out. Every day we are living under the fear of losing our lives. All our homes have been destroyed. We face a lot of problems while commuting from one place to another, as there are no roads," said Yashoda Devi, a villager.


She also complained that many families are living in shacks and tents since the government has not rehabilitated them even after two years.


Despite repeated appeals, the government has rehabilitated just seven to eight families out of the 25 gravely affected households.


So much so, relief if any seems to have become a mirage for these families.


"We took our problem to the Chief Minister and the District Magistrate and every authority concerned, but so far they have provided houses to just seven to eight families. Those families who were severely affected by the leakage were promised a compensation of 365,000 rupees.


But the villagers were not in favour of the compensation but wished to move to some safer place," said Pratap Lal, former Pradhan (headman) of Chai village.

Reacting to all the plight of the villagers, the government of Uttarakhand has contended that the grievances of the affected villagers are being looked into and that the District Magistrate is being instructed to address the problems of Chai village.


"This problem is now under consideration. We will be referring the matter to the District Magistrate and strict instructions will be issued to him. The problem is very grave in the village ever since the tunnel had leaked.After that commuting has been very dangerous for the villagers.


The District Magistrate will be looking into the matter at the earliest," asserted Khajan Das, Minister of Disaster Management, Uttarakhand. (ANI)

Lakhwar-Vyasi hydel project in U'khand runs into delays

Cost overrun

Cost overrun and inordinate delays have plagued the construction of the 420-Mw Lakhwar-Vyasi multi-purpose hydel project on the river Yamuna near Dakpathar, 50 km from here.

In the 1970s, the dam’s cost was estimated to be around Rs 141 crore only. It has now increased to Rs 4,000 crore with the state government awarding the project to Uttarakhand Jal Vidyut Nigam Ltd (UJVNL) last year.

The real worry for UJVNL is the project’s liabilities as various works were carried out in the past by different players like NHPC and Jaypee Group.

According to the new annual report (2008-09) of the state irrigation department, an amount of Rs 247.64 crore has already been spent on the project that is still to see light of the day.

The construction of the project began in 1979 and came to a halt in 1997 mainly owing to inadequate funds.

NHPC has already sought a claim of Rs 75 crore from UJVNL for preparing the detailed project report (DPR) and other works of the project.

NHPC Executive Director Shart Sharma said he had already sent a letter to UJVNL seeking a claim of Rs 75 crore.

“We have done various works on Lakhwar-Vyasi. Now we want our claim back,” said Sharma.

The Uttarakhand government awarded the multi-purpose Lakhwar-Vyasi hydel project to UJVNL from NHPC last year soon after the two other key projects — 380-Mw Bhaironghati and 480-Mw Palamaneri over Bhagirathi river — were put on hold following protests by environmentalist G D Agrawal.

The state government’s contention is that the Lakhwar-Vyasi was allotted to UJVNL mainly because the state can retain all the power. The project is likely to produce 852 million units of power besides irrigating 40,000 hectares through east Yamuna canal.

Uttar Pradesh, Haryana and Delhi would be the beneficiary states that will get drinking and irrigation water from the project.

Besides, the project would help in generating 75 million units of extra power from downstream projects like Kulhal, Dhalipur and Dhakrani during the lean period by virtue of its vast reservoir.

When contacted, UJVNL Chairman Yogendra Prasad said the company was ready to pay back financial obligations provided the audited accounts were made available regarding various expenditures on the project.

UTDB in process of developing five ropeway projects in state through PPP model

The Uttarakhand Tourism Development Board (UTDB) is in the process of developing five ropeway projects through Public Private Partnership (PPP) model in the state. The construction of the projects will be on Build Operate and Transfer (BOT) basis. According to a UTDB official, Uttarakhand Infrastructure Projects Company (UIPC) has been appointed as the consultant for developing ropeway projects at Dehradun – Mussoorie; Thuligad-Purnagiri and Janki Chatti – Yamunotri routes. While Uttarakhand Infrastructure Development Company Limited (U-DeC) has been appointed as the technical consultant to build ropeway projects at Ramwada – Kedarnath and Rishikesh – Neelkanth routes. The ropeway projects will range from one kilometre to ten kilometre. UTDB is expecting to complete these projects within two and half years. Currently, initial paper work is being carried out for these projects.

In order to find developers for these projects, UTDB recently announced Request for Qualification (RFQ). As per the RFQ, selected developers will be responsible for design, construction, finance, development, operation

Two killed, 25 injured in accident

Uttarkashi (Uttarakhand), Aug 17 (PTI) Two persons were killed and 25 others injured when a bus carrying them fell into a gorge in the district today, police said.

The private bus, carrying a total of 27 passengers, was going to Kedarnath from Gangotri when the vehicle skidded off the road and fell into the 200-metre gorge at Sada village, eight km from Uttarkashi, Superintendent of Police Mukhtar Mohsin said.

While one pilgrim died on the spot, another succumbed to injuries in hospital, he said.

The condition of the injured is stated to be stable, he said.

He said that the cause of the accident was not immediately known and that the passengers belonged to Barasu village in the district.

15 die in Uttarakhand landslide triggered by cloud burst

DEHRADUN: At least 15 people were killed and 50 missing on Saturday in a landslide triggered by heavy rains in Uttarakhand, an official
said.

The landslide occurred in Pithoragarh district, about 450 km from here.

"So far we have taken out 15 bodies from Bala village," an Indo-Tibetan Border Police (ITBP) official said.

The hilly region was lashed by downpour since Friday evening.

Rescue workers were searching 50 people missing in the landslide.

University of Uttarakhand develops seeds of silver carp fishes

Pant Nagar (Uttarakhand), Aug 12: The GB Pant University of Agriculture has developed seeds of high quality silver carp fishes, which can help in cleaning ponds and other water bodies in Uttarakhand.

These fishes are being breed at college of fisheries of the University to produce high quality silver carp eggs.

Selected few fishes are kept in clean water tanks of the hatching centre and are feed high content protein diet. Their condition is monitored every 15 days. After that fishes are kept in a conditional tank. These fishes are injected with GNRH hormone and then left in a breeding pool.

"Silver carp is a high quality foreign fish that grows quickly. Its main work is to control algae in ponds and lakes.

Stocking of silver carp is being done to control algae in ponds and lakes," said Dr. Ashutosh Mishra, hatching centre in-charge, college of fisheries, GB Pant University of Agriculture.

These fishes are also being supplied to fishery business. Silver carp fishes can grow to over 18 kg.

"We supply fish eggs to people involved in the business of fishery so that they can obtain high produce.

With the help of silver carp, fish produce in the country has considerably increased. Presently, fish produce is 7 million metric tons and silver carp has an important role in this," said Dr. A P Sharma, Dean, College of Fisheries, GB Pant University of Agriculture.

Silver carps are used as the live and effective medium to control water quality especially in the checking of cyanobacteria (blue-green algae) because of their plankton-feeding habits. By Vipul Goel

Alva takes oath as Uttarakhand governor

Dehradun, Aug 6 (PTI) Senior Congress leader and former Union minister Margaret Alva today took oath as governor of Uttarakhand, becoming the first woman to hold the post in the state.

Chief Justice B K Gupta administered Alva the oath of office and secrecy in Hindi at the Raj Bhavan.

A host of dignitaries including Chief Minister Ramesh Pokhariyal Nishank, his Cabinet colleagues and senior state officials were present at the function.

Later talking to reporters she said her priority will be to protect the state's cultural heritage.

Postal stamp on Maharshi Patanjali released

Haridwar, Aug 4 (PTI) Union Minister of state for Information Technology and Communication Gurudas Kamath today released a postal stamp on Maharshi Patanjali here.

Releasing the stamp at a function organised on the occasion of birthday of Acharya Balkrishan, an associate of Yoga Guru Ramdev at Patanjali Yogpeeth here, Kamath lauded the contribution of Ramdev in the field of Ayurveda and Yoga and said he is an asset for the country.

Speaking on the occasion, Uttarakhand Chief Minister Ramesh Pokhariyal Nishank announced that every year August 4 would be celebrated as "Jari-Buti day" (herbal medicine day) in the state, as a great personality like Acharya Balkrishan was born on this day.

Nishank said Uttarakhand is the only state in the country where rare herbs are found. Even the Ayurvedacharya of the country believe the Sanjivani Booti is found in Uttarakhand, he added.

Alva to take Uttarakhand Governor's oath tomorrow

Dehradun, Aug 5 (PTI) Senior Congress leader and former Union minister Margaret Alva who has been appointed as the Governor of Uttarakhand will take oath of office and secrecy tomorrow.

According to Raj Bhawan sources, Alva today reached Dehradun from New Delhi and all arrangements for tomorrow's oath-taking ceremony have been completed.

HP, Uttarakhand, J&K seek separate hill development authority

Shimla , Jul 31 In an attempt to effectively deal with the developmental needs of the hill states, Himachal Pradesh, Uttarakhand and Jammu and Kashmir today emphasised on setting up of a Trans Himalayan Development Authority.

Consensus to this effect emerged during a meeting of chief secretaries of Himachal Pradesh Asha Swaroop and Uttarakhand IK Pandey here, while chief secretary of J&K could not attend the meeting due to political situation in that state, official sources said.

The meeting third of its kind was held at the instance of inter-state council.

After the meeting chief secretary HP Asha Swaroop told PTI that meeting stressed on the need for a special cell in the planning commission, which should speak on behalf of the hill states.

The two chief secretaries discussed the problems of ecology and environment. There was a consensus that hill states, should be properly compensated and a fund should also be set up in the planning commission for the purpose, Swaroop added.

HP Chief Minister Prem Kumar Dhumal in the past had sought creation of a separate ministry for Himalayan states in the Union cabinet on the pattern of one existing for the North-Eastern states.
