Kaushal to return Padma Shri

Dehradun, Sept 30 (PTI) Padma Shri awardee Avdhash Kaushal has decided to return the honour to the government to protest against stalling work at two power projects in Uttarakhand in the name of protecting environment.

Uttarakhand Government has stopped work on 480 watt Maneri Bhali power project, situated on the banks of river Ganga, and on 381 mega watt Bhaironghati power project after environmentalist Dr Guru Das Agarwal sat on a fast unto death, protesting against the two projects.

Demanding resumption of work at the two sites, Kaushal today told reporters that he will return his Padma Shri , presented to him by the government in 1986 for his contribution towards conserving environment, if work on the two projects is not resumed immediately.

Adventure sport business expanding in Uttarakhand

In the 1980s, tour operator Avinash Kohli began exploring new business opportunities in the hills of Garhwal. He found great potential in the white water rafting business on the tidal waves of the river Ganga at Shivpuri, near the holy city of Rishikesh.

That was the first time that Kohli, with the help of some Americans, set up a rafting company— Wildlife Adventure. Within years, Shivpuri, an idyllic beach, became the Mecca of adventure sport.

Despite not getting any support from the government, Kohli guided the local youth to expand the rafting business, which has now grown to Rs 25-35 crores. According to an estimate, nearly 50,000 people are associated with the adventure sport business in Uttarakhand.

Yusaf Zaheer, for example, is the owner of Himalayan River Runners, which has an annual turnover of Rs 30-35 lakh. Zaheer organises white water rafting as well as beach camps at Shivpuri. He is also now organising rock climbing in the area and planning trekking tours.

A fortnight ago, however, the tourism business comprising nearly 109 rafting companies, which operate along the 70 km long stretch between Devprayag and Muni Ki Reti in Tehri district, came to a standstill following an agitation.

These operators were annoyed with the forest department for not having issued lease permits this season and for instead adopting the bidding process. Forest officials also expressed their helplessness, saying that the move to adopt the bidding process had been taken at the highest level in the government. For nearly one week, the adventure sport business remained suspended.

The owners of these companies met Chief Minister Ramesh P Nishank to air their various demands. Nishank gave them a patient hearing and pledged to resolve all issues, following which the companies resumed their business on 19th September.

The Ganga between Devprayag and Muni Ki Reti is considered to be an ideal location for adventure sport activity. Thousands of tourists, from home and abroad, gather here at the end of the monsoon season.

The main grouse of the adventure companies, mostly local ones, is what they say is 'government interference’ in a business that they have nurtured over the years with little or no government help.

Meanwhile, Deepak Bhatt, convener of the rafting companies’ association, has urged the government to issue a new policy for promoting adventure tourism in close association with local companies.

Despite the hullabaloo over the agitation, tour operators now say that they are expanding the adventure sport business elsewhere in the state. After the Ganga, these operators have identified other rivers like the Yamuna, Tons and Kali, where they have found good scope for rafting and rock climbing. fting is organised twice a year, between March-June and September-December.

These companies are now targeting corporate houses also. Significantly, 90 per cent of the business comes from India only. Only 10 per cent of the tourists come from abroad. "The government must help us in bringing more foreign tourists to Shivpuri," says Bhatt.

But Bhatt is confident that the adventure sport business will grow further in the near future.

Badrinath Temple to be closed from Nov 17

Gopeshwar (Uttarakhand) Sep 28 (PTI) The portals of Badrinath Temple, one of the important Hindu shrines, will be closed for winter from November 17.

The temple, located in the Garhwal Himalayas, would remain closed for six-months during the winter as a part of its tradition, temple sources said.

The decision on the closure of the temple was taken today in the presence of head priest Rawal Keshav Namboodiri on the occasion of Vijaydashmi, they said.

According to the traditions, the auspicious date and time for the closure of the temple is decided on Dussehra day.

The portals of the centuries-old shrine, located on the banks of the Alaknanda River and is dedicated to Lord Vishnu, will be closed at 3:40 PM on November 17 amid religious rituals

U'khand to tighten security along Indo-Nepal border

Dehra Dun, Sep 28 (PTI) Security would be beefed up along the international border with Nepal in view of increased Maoist activities there, a senior Uttarakhand police official said today.

Several parts of the state are situated along the border and are highly sensitive due to increased Maoist activities in Nepal, Inspector General of Police Ram Singh Meena said.

He said the security personnel guarding the border will provided with advanced surveillance equipments to keep a tight vigil in the frontier areas, he said.

Uttarakhand to launch 'Mission 2020' to boost tourism

Dehradun, Sept 27 (PTI) To give a fillip to the tourism sector in Uttarakhand, a 'Mission 2020' is being chalked out for the tourists visiting the state.

Uttarakhand Chief Minister Ramesh Pokhariyal Nishank told PTI Bhasha that the state has a vast potential for tourism and Mission 2020 would further promote it.

As part of the plan, tourists from developed nations would have to pay fees up to Rs one lakh for visiting the tourist spots in the state where as for the people of Uttarakhand, a free trip would be organised, he said.

World-class facilities were being planned at the famous tourist spots in the state, besides helipads which would be constructed to make access easy to far off places, the chief minister said.

Roorkee's sole Durga puja completes 50 years

Kolkata, Sep 26 (PTI) The sole Durga puja at Roorkee in Uttarakhand, which is patronised by the army and heads of the major institutes of the education town, is celebrating its golden jubilee this year.

The directors of the IIT Roorkee, the Central Building Research Institute and the National Institute of Hydrology are the patrons of the puja, Sugata Gangopadhyay, secretary of the puja committee, told PTI over phone from Roorkee.

The commandant of the Bengal Engineers Group, a regiment of the corps of engineers of the Indian Army, is also a patron of the puja, said Gangopadhyay, also professor of mathematics in IIT Roorkee.

Asian Development Bank agrees to invest Rs 250 crore for developing tourism projects in Uttarakhand

In a meeting held recently with Uttarakhand Tourism Development Board (UTDB), the Asian Development Bank (ADB) has agreed to invest Rs 250 crore for developing various tourism projects in Uttarakhand. According to official spokesperson, ADB in association with UTDB will develop tourism projects in Dehradun, Pithoragarh and Tons River area in the state. ADB and UTDB will also develop various Adventure Tourism activities such as skiing, water sports, rafting, wildlife and other tourism infrastructure facilities in these places.

UTDB is currently seeking proposals from private parties to develop tourism infrastructures such as resorts, five-star hotels, convention centres, ropeways at different places in the state under Public Private Partnership (PPP) model initiative, in order to promote tourism in the state. UTDB is also looking at developing places such as Tehri Lake and Terai Belt.

आईटीबीपी की भर्ती होगी बिना इंटरव्यू के

पिथौरागढ़ ,जागरण संवाददाता : भारत-तिब्बत सीमा पुलिस बल में भर्ती अब बिना इंटरव्यू दिए ही होगी। यानि भर्ती प्रक्रिया को पारदर्शी बनाने के लिए ही इंटरव्यू व्यवस्था को खत्म किया गया है।

भारत तिब्बत सीमा पुलिस बल में अभी तक पुराने तौर तरीकों से ही भर्ती होती रही है। भर्ती के बाद कई बार विवाद भी होते रहे है। केन्द्रीय गृह मंत्रालय ने भर्ती के बाद उठने वाली शिकायतों को देखते हुए प्रकिया पूरी तरह बदल दी है। अभी तक आईटीबीपी की भर्ती प्रक्रिया में फिजिकल टेस्ट व लिखित परीक्षा के अंकों को मिलाकर मैरिट बनाई जाती थी।

पर गृह मंत्रालय के नये निर्देशों के मुताबिक अब मैरिट लिखित परीक्षा के आधार पर ही बनाई जायेगी। फिजिकल के अंक इसमें नहीं जुड़ेगे। फिजिकल टेस्ट केवल क्वालीफाइंग के लिए होगा। भर्ती परीक्षा में शामिल होने वाले अभ्यर्थी अब अपनी उत्तर पुस्तिका की कार्बन कापी घर ले जा सकेंगे। आईटीबीपी की 7वीं वाहिनी के कमांडेट एपीएस निम्बाडिया ने बताया कि गृह मंत्रालय द्वारा भर्ती प्रक्रिया के लिए बनाए गए नए नियम प्राप्त हो गए है। दिसंबर माह में पूरे देश से 2450 जवान भर्ती किए जाएंगे।

Critical tiger and elephant habitat destroyed under the very nose of Uttarakhand Government

Delhi, September 18, 2009: The narrow patch of forest across the Gola river near Lalkuan, Dist. Nainital, Uttarakhand, the only critical connecting link for movement of tigers and elephants between the Terai Central and Terai East Forest Divisions has recently been completely blocked by infrastructure development. With the destruction of this vital corridor the entire Terai Arc Landscape stretching from Yamuna river near Saharanpur, in the West, to Bagmati river near Chitwan National Park in Nepal, in the East, has been divided into two halves. The destruction of this corridor has affected free movement of wild elephants, thereby, increasing crop damage and human killing on both sides of the corridor.

At a time of growing awareness, this has come as a severe setback in maintaining integrity of habitat of free-ranging tigers and elephants in Uttarakhand. This corridor was identified by the Wildlife Institute of India, Dehradun, in 2003. Subsequently this corridor featured prominently in a book titled ‘Right of Passage’ published by Wildlife Trust of India in 2005 which was endorsed by the Chief Wildlife Warden of Uttarakhand and Project Elephant Directorate, Ministry of Environment and Forests (MoEF). However, ignoring all this scientific rationale, it is just been learnt that earlier this year, the Uttarakhand Forest Department allowed large scale infrastructure development in this corridor. Encroachment in this area has further aggravated the problem.

Concerned by these massive damages to this critical link in the Terai Arc Landscape, the MoEF, Government of India convened an urgent meeting with the stakeholders on the 16 September 2009 to discuss the status of this problem.

A follow-up meeting between The Corbett Foundation, Wildlife Protection Society of India, Wildlife Trust of India and WWF-India was held on 18 September 2009 at the Secretariat of WWF-India to decide a way forward to address this critical issue. They unanimously decided that this issue will have to be tackled with a great sense of urgency. Representatives of the above-mentioned four NGOs plan to join a team from the MoEF for a site visit with the Uttarakhand Forest Department to assess the ground situation. Once the site visit is done, the team will come up with a joint report on the mitigation measures.

Ganga canal closure to affect water supply to UP, Delhi

Muzaffarnagar (UP), Sept 24 (PTI) Water supply to the national capital and some districts of Uttar Pradesh would be affected due the closure of Ganga canal for 20 days.

The canal is likely to be closed from September 28 due to the construction work for Mahakumbh 2010 in Haridwar (Uttarakhand), superintenent engineer Uttar Pradesh Irrigation department K P Singh said today.

With the decision, which has been taken on the request of Uttarakhand, water supply to Delhi and 19 districts of Uttar Pradesh would be disrupted, affecting farmers the most.

Meanwhile, a proposal to postpone the date of closure has been sent to the state government to prevent loss of crops in Uttar Pradesh, an Irrigation department spokesman said.

Rajnath removes Uttarakhand state unit chief

NEW DELHI: While the BJP leadership is still clueless about how to handle the Vasundhara Raje case, party president Rajnath Singh on Tuesday removed Uttarakhand state unit chief Bacchi Singh Rawat from his post, making him the second senior leader in the state to face action for the party's debacle in the Lok Sabha polls last May.

Former chief minister B C Khanduri was the first casualty when he was replaced by Ramesh Pokhriyal Nishank a little over a month ago.

Rajnath appointed Bishan Singh Chufaal as the new head of BJP's state unit after accepting Rawat's resignation on the directive of the party. Chufaal is a minister in the state and a three-time MLA.

Rawat and chiefs of other state units where the party had performed badly in the general elections were asked to resign soon after the poll results were announced. In Uttarakhand, the party lost all the five seats.

Khanduri was virtually forced to put in his papers as chief minister even after he had claimed support of a majority of the 35-odd MLAs in the 70-member assembly.

GPS introduced in Corbett National Park

Nainital, Sep 23(PTI) In a bid to monitor the tours taken by the patrolling party in the dense parts of the sanctuary, the Corbett National Park will be using Global Positioning System.

According to Vinod Singhal, Director of Corbett National Park, it is for the first time in Uttarakhand that this advanced technology is being used to monitor 72 patrol parties.

The patrol parties are equipped with digital cameras for digital data collection of the park area, Singhal said adding that the mapping of the park has been done and that technology is being used for protection of the wildlife in 525 sq kilometre area of the park.

Uttarakhand builders buoyant on festival season

The heavy slump in the construction business since early 2008 may have failed to recover fully. But builders in Uttarakhand said the market sentiments were likely to improve and spur demand in the festival season.

They are now focusing more on residential business since there is hardly any improvement in the commercial space.

With interest rate cuts by leading banks failing to boost real estate business in the hill state, which has taken a beating in the wake of the global recession and severe liquidity crunch, top banks like State Bank of India (SBI) and ICICI have already launched campaigns to cash in on the festival season.

“We are absolutely positive on the festival season,” said Maheep Kumar, DGM, SBI Dehra Dun, after launching the festival scheme ‘your dream home with SBI loan’.

Experts in the business said that new investments were not pouring in the hill state as far as the real estate business was concerned.

Only selected players have mustered courage to start new residential ventures in Dehra Dun. Commercial activities like five-star hotels continue to languish as a series of such projects are still hanging fire.

Prior to the recession, new amendments in land laws, high stamp duty and circle rates brought by the former B C Khanduri government had virtually put a dampener on the property business in the hill state.

According to official estimates, there has been 27-30 per cent fall in the revenue from stamp duty and registries.

In 2006-07, the revenue had jumped to Rs 342 crore but last year it fell to Rs 231 crore. This year also, there is hardly any recovery.

Due to the slowdown, property rates fell by 5-10 per cent. Despite this, there are no buyers in the market.

Virtually, people are keeping their fingers crossed with the hope that there would be a sharp fall in the property rates.

The slump began last year when the Bharatiya Janata Party (BJP) government brought amendment in land laws that restricted outsiders from buying more than 250 sq mt of land. The move brought the thriving real estate business to a near halt.

Besides the tough land laws, the government also sharply increased stamp duty and circle rates that adversely affected the property business.

But last year, the government implemented the master plan of Dehra Dun and had cut 1 per cent in stamp duty rates in its bid to boost real estate business in the state.

But the move failed to improve the situation. Again this year, new Chief Minister Ramesh Pokhriyal Nishank reduced the stamp duty on agreement to 4 per cent in order to spur growth and announced other sops that would boost the real estate business.

Five dengue cases reported in Nainital

Nainital, Sep. 22 - ANI: At least five cases of dengue have been reported from Nanital district of Uttarakhand on Tuesday.

Dengue fever that is transmitted by the bite of an Aedes mosquito is on trail in the Lalkuan region of Nainital.

People are unable to receive proper treatment for their children and blame the hospital authorities for not taking the matter seriously.

"When we came to Haldwani Hospital, they asked us to take our children to Bareilly. Now those who have money would be able to get the treatment done in Bareilly and what will happen to others' The children will have to die," said Nand Lal, father of a patient.

However, the local authorities contend that spreading awareness is more necessary at present, since prevention is the first step of an epidemics cure.

"We have sent total seven cases for testifying. Out of which five are being suspected of dengue and two of viral. The strategy which is necessary now is to spread mass awareness and undertake prevention measures," said Dr. B S Bagoli, Medical Officer, Lalkuan Hospital.

Meanwhile, the hospital authorities in Lalkuan have sent the blood samples of the patients to New Delhi for detailed pathological analysis.

Heaps of garbage and uncovered drains in Lalkuan provide an ideal breeding ground for the mosquitoes, leading to the outbreak of dengue.

The virus transmitted by the Aedes Aegypti mosquito, causes severe fever, headaches, rashes and muscle and joint pain. Severe forms can cause haemorrhagic fever. - ANI

Tremors felt in Uttarakhand, no loss reported

Dehradun, Sep 21 (PTI) Tremors of the strong quake measuring 6.3 on the Richter scale which shook the Northeast region today were felt in Uttarakhand too.

"The tremors were felt at all districts of the state at around 3.15 pm," Piyush Rautela, Director, state disaster management unit, said adding there was no report of loss of life and property.

Handicraft industry facing closure in Uttarakhand village

Mana Village (Uttarakhand), Sep.20 (ANI): The handicraft industry of Mana Village in Uttarakhand’s Chamboli district is struggling to survive. The local artisans lament the neglect by Government authorities.

Artisans complain that the government authorities have not paid the much- needed attention, which could ensure their uplift and motivate them to continue with a smile on face. Absence of proper marketing for their creations has further dampened their spirit.

These handloom or handicraft artisans, who still work in traditional methods, say they have treasured their centuries old culture and art somehow, but now it is getting beyond their control to carry on.

“We do not have any kind of help. We have no modern machines and equipments. We do cutting, weaving and all by hands. We make beautiful carpets, sweaters, etc but the government has not provided us with any help. The amount of hard work that we put in, the return is very less. If the government gives us new machines and funds to buy wools then we will be able to make more beautiful things,” said Kamala Kathi, an artisan.

Prior to 1902, the schedule tribes here used to work with Tibet. They used to buy wool from that business and would prepare various types of dresses. These dresses were finally sold by visiting far off villages to earn livelihood.

These handicraft and handloom artisans use traditional methods to create works of art, as they don’t have means to use new technology. Members of Bhotia tribe today depend upon conventional methods for livelihood.

The ladies are expert artisans in creating a variety of these handicraft works including woollen pullovers, hand-driven fans, Asan (small mat), Dan (carpet), ‘Chutka’ (a type of woollen blanket or quilt). All these things are handmade. The artisans say even as the Government has introduced various schemes for handicraft promotion, they are compelled to carry on with traditional methods.

Due to lack of proper marketing outlet, these artisans have to sell off their creations on cheap rates in neighbouring areas even when there is high demand for hand-made products in the market.

These artisans also don’t have finishing machine, required after weaving, which doesn’t bring the actual shine, which is expected in the big market. Hence, their work fails to garner big price in market and has difficulty in sales. Though these local handicraft items prepared by using traditional methods are durable and good in quality, but the other products that have artificial glow hold a high demand.

Others feel that a small help from the government would save the age-old tradition from extinction.

“This tradition of ours has been there for ages and if the government helps us then we will be able to take this tradition forward. We have to do everything by hands, which is very time consuming and takes a lot of hard work and if the government provide us with little help then we can take this tradition forward else it would die with us only,” said Bhagi Devi, another artisan.

Meanwhile, when told about the artisans’ pitiable condition, Uttarakhand Chief Minister Ramesh Pokhariyal Nishank said that the government has various schemes in the pipeline for the upliftment of the handloom and handicraft industry.

“The State Government, in collaboration with the handloom and handicraft industry are planning to make a separate scheme for that so that not only the tradition live but people associated with this art also become more efficient and we can popularise their work across the world.”

The weavers today hope the Government will remember their plight and do something to save them from the prevailing crisis. (ANI)

Wildlife corridor in Uttarakhand faces trouble

NEW DELHI: A narrow patch of forest, critical for movement of tigers and elephants in Nainital district of Uttarakhand, has been blocked due to an infrastructure project resulting in a serious man-animal conflict, conservation organisations said.

The narrow patch of forest across the Gola river near Lalkuan area is the only critical corridor for movement of tigers and elephants between Terai Central and Terai East forest divisions.

With the destruction of this vital corridor the entire Terai Arc Landscape stretching from the Yamuna river near Saharanpur in the west to the Bagmati river near the Chitwan National Park in Nepal in the East has been divided into two zones.

The destruction of this corridor has affected free movement of wild elephants, thereby increasing crop damage and human killing on both sides of the corridor, said a joint statement issued by the Corbett Foundation, Wildlife Protection Society of India, Wildlife Trust of India (WTI) and Worldwide Fund for Nature (WWF)-India.

The corridor, identified by the Wildlife Institute of India (WII) in 2003, featured prominently in a book, "Right of Passage", published by the WTI in 2005. The corridor was also endorsed by the chief wildlife warden of Uttarakhand and the Project Elephant Directorate under the Ministry of Environment and Forests (MoEF).

However, ignoring the scientific rationale, the Uttarakhand forest department allowed large-scale infrastructure development in this corridor and encroachment in this area has further aggravated the problem, the statement added.

Concerned by the loss of this corridor in the Terai Arc Landscape, the MoEF convened an meeting with the stakeholders Wednesday to discuss the status of this problem.

Hero Honda has decided to expand its Haridwar manufacturing facility after resolving issues with the State Infrastructure and Industrial Development Corporation of Uttarakhand Ltd (Sidcul) to retain its hold over the 94 acres of vacant land.

After speaking with state government officials, the company deposited Rs 32.5 crore as land premium to retain its hold over the vacant land for which it was served notices by Sidcul. Barring a minor dispute over 22 acres, most of the concerns have been resolved with Hero Honda, official sources said.

Uttarakhand Principal Secretary (Industries) P C Sharma confirmed that Hero Honda had deposited Rs 32.5 crore to expand its Haridwar unit.

The 94 acres at the Haridwar industrial plant of Hero Honda had become a bone of contention with Sidcul, which had served a series of notices to the company for getting the land premium. Following this, the auto giant had held talks with state government officials to end the stalemate.

Sharma said the company would carry out considerable expansion at its Haridwar unit which would create vast opportunities for employment in the state.

Sidcul, the state government’s nodal agency for industrial development, had allotted 265 acres to Hero Honda for setting up a manufacturing facility at Haridwar in 2006. According to Sidcul’s latest notice, the group set up its facility on only 119-120 acres and kept around 50 acres for its vendors, the land premium for which has been paid to Sidcul. For the remaining 94 acres of land, Hero Honda paid Rs 32.5 crore against Sidcul’s earlier estimate of Rs 50 crore.

Hero Honda Motors Ltd and its ancillaries have already invested Rs 1,900 crore in the manufacturing facility. This is in keeping with the commitment made to the state government at the inception of the plant.

The state-of-the-art plant, which went on stream on April 8, 2008, has scaled up rapidly and is already producing more than 4,000 two-wheelers per day.

Dehra Dun, Sep 18 (PTI) Uttarakhand Chief Minister Ramesh Pokhariyal Nishank today asked the officials to complete the preparations related to South Asian Federation (SAF) winter games, to be held early next year here, by the end of next month.

During a review meeting with officials, Nishank, who is heading the organising committee of the games, said since many international players are expected to participate in the games, all preparations should be completed by October 31 without compromising on the quality.

Directing the sports secretary Utpal Kumar Singh to appoint nodal officers for the games, the Chief Minister also sought a report on the preparations within a week's time.

He also santioned Rs 13 crore for the preparations of the games.

Army hosts yacht training camp for school children

Nainital, Sep 18 (ANI): With an aim to revive yacht sailing in the country, a 15-day camp is being organised in Nainital district of Uttarakhand where in school children are being trained in yacht sailing.

Over 40 school students from the various parts of Uttarakhand and Uttar Pradesh are taking part in the camp, which is being conducted under the aegis of Indian Army’s Central Command.

The Lucknow based Central Command is conducting such adventure camps for school children from over a decade.

The participants are receiving guidance in the yacht sailing by a team of 11 Army instructors.

“This yacht sailing is a great sport because these days it’s becoming extinct. Most of the people do not want to take part and people of Nainital are also not taking so much interest in yacht sailing. But I feel it’s a very adventurous sport and a great sport,” said Karel Caprini, a participant.

Many of the participants also feel that the training would open up new job opportunities for them.

“We have come here to revive this sport and as far as I can say it’s a very good sport and there is a lot of job opportunity in it. If we do well and learn the technique, we can make our career in the sports,” said Deep, another participant.

According to the Chief instructor of the camp, Mahip Singh the main motive behind the camp is to popularise the dying sport among youth.

“Basic purpose is that sailing is an international sport and the facilities available in Uttaranchal especially, which comes under the central command. We have got our sailors, who have participated in international levels and we got the expertise. So to give the young building up generation a chance to gain knowledge and finally if they have the interest, so excel in the sport. That’s why we have organised the camp,” said Singh.

Despite being considered as a sport at the international level, yacht sailing in India is still at its nascent stage. (ANI)

16 teachers found absent, suspended

Dehra Dun, Sep 17 (PTI) Sixteen teachers were suspended after they were found absent without any information during surprise checks in over 491 schools in Uttarakhand's Kumaon division.

The teachers were placed under suspension on the directives of Education Secretary Dr Rakesh Kumar, official sources today said.

Dehradun, Sep 17 - ANI: The Uttarakhand Government has decided to set up a specialized Tiger Protection Force to prevent poaching in the Corbett Tiger Reserve.

The Field Director of Corbett National Park will head the force, which would be operational from January 2010.

The Corbett Tiger Reserve is considered as one of the most suitable habitats for tigers and other endangered species.

The Uttarakhands Chief Conservator of Forest, R.B.S. Rawat, said the Corbett Tiger Protection Force would assist existing staff keeping a close watch on poachers.

The impact of the pilot project would be assessed before expanding it to other tiger reserves, he added.

Earlier, in 2007, the Union Environment and Forest Ministry had asked all 17 tiger range states to form a specialized force to strengthen efforts to save the national animal.

The countrys tiger population has dwindled to about 1400 due to poaching, shrinking habitat and falling prey bases.

The 112-member force will consist of youth from the Van Gujjar tribal community, which lives near the park. - ANI

Cabinet approves setting up of 10 new NITs

New Delhi: The Union Cabinet today approved the setting up of 10 new National Institutes of Technology (NITs). This will take the total count of NITs across the country to 30.

The new NITs will come up at Manipur, Meghalaya, Mizoram, Nagaland, Goa (which will also cater to UTs of Daman & Diu, Dadra & Nagar Haveli and Lakshadweep), Puducherry (which will also cater to Andaman & Nicobar Islands), Sikkim, Delhi (which will also cater to Chandigarh) and Uttarakhand.

The process for setting up of these new NITs will start in 2009-10 with formation of their respective societies, constitution of their Board of Governors, appointment of Directors, etc.

The admissions in these new NITs will be made from the academic session 2010-11 and NITs will start classes either in campuses taken on lease or temporarily in mentor NITs.

Work for construction of campuses for these new NITs will also be initiated subject to the land being provided free of cost by the concerned States/UTs. The process of setting up will be completed over a period of five years.

The new NITs are being setup so as to cater to the needs of States/UTs which do not have NITs as of now. This will meet a long standing demand of these States/UTs. These Institutes will be covered under the National Institutes of Technology Act, 2007 making them institutions of national importance, which will ultimately help in addressing the aspirations of people especially of the North East region where 6 new NITs are to be established.

The new NITs will be able to provide high quality education to many of the bright students from these States/UTs, as 50% of the seats are to be filled from the eligible students from these States/UTs.

Many of the States/UTs where these new NITs are being opened, especially those in North East are lacking in national level technical institutions.

This will bring such states from the North East in the main stream of the technical education.

The new approved NITs have been categorized under two Schemes, as Scheme "A" consisting of proposed NITs at Manipur, Meghalaya, Mizoram, Nagaland, Goa, Puducherry and Sikkim and Scheme "B" consisting of approved NITs at Delhi and Uttarakhand.

Each of the NIT under scheme A will be established at a cost of Rs.250 crores while each of the NIT in scheme B will be set up at a cost of Rs.300 crores. Total project cost is Rs.2600 crores.

During 11th Plan the expenditure will be of the order of Rs.540 crores and for the year 2009-2010 expenditure will be of the order of Rs.50 crores.

Main beneficiaries will be the students from the States/UTs which at present do not have NITs as seats will be earmarked for such students in these NITs along with seats earmarked to be filled on all India merit basis.

Presently there are 20 National Institutes of Technology (NITs), located at Agartala, Allahabad, Bhopal, Calicut, Durgapur, Hamirpur, Jaipur, Jalandhar, Jamshedpur, Kurukshetra, Nagpur, Patna, Raipur, Rourkela, Silchar, Srinagar, Surat, Surathkal, Tiruchirapalli and Warangal.
Seventeen of these NITs were earlier known as regional Engineering Colleges (RECs). These RECs were set up as joint and co-operative ventures of the Central and State Governments with an aim to meet the increased demand for technically qualified manpower.

In 2003, the seventeen erstwhile Regional Engineering Colleges (RECs) were rechristened as National Institution of Technology (NITs) and taken over as fully funded institutes of the Central Government and granted deemed university status. Subsequently, Bihar College of Engineering, Patna; Government Engineering College, Raipur; and Tripura Engineering College, Agartala, were also converted into NITs in 2004, 2005 and 2006 respectively.

NITs are governed by National Institutes of Technology Act, 2007 which came into force w.e.f. 15th August 2007. The NIT Act 2007 declares these NITs as institutions of national importance.

50% of the seats in NITs at Under Graduate level are filled from the eligible students of the State where the NIT is located. Remaining seats are filled on all India merit basis. However, Students of States/UTs which are not having NITs have complained being at a disadvantage, though this Ministry if compensating such States/UTs by way of allocating supernumerary seats in NITs.

To address this problem, MHRD has proposed to set up new NITs, provision for which is available in the 11th Five Year Plan, so as to cater to the needs of non-NIT States/UTs.

BJP secures majority in Uttarakhand assembly

DEHRA DUN: The ruling BJP today got a majority in the Uttarakhand assembly when it won the Vikasnagar seat in a by-election, taking its tally to 36 in the 70-member House.

Kuldip Kumar defeated his nearest Congress rival Nav Prabhat by 596 votes in the bypoll. While, Kumar got 24,934 votes, Prabhat polled 24,338 votes.

BJP's victory assumes significance especially after it lost all the five seats in the recent Lok Sabha elections that forced B C Khanduri to quit the post of Chief Minister.

At the same time, the victory in the bypoll has added a feather in the cap of Chief Minister Ramesh Pokhriyal Nishank, for whom the by-election was considered an acid test after he took over the reins of the state.

BJP also enjoys the support of Uttarakhand Kranti Dal MLAs.

Uttarakhand to launch re-bidding for airport

The Uttarakhand State Infrastructure Development Corporation Ltd (USIDCL) would shortly initiate the re-bidding process for hiring a consultant for the modernisation and expansion of the Naini-Saini airport at the hilly Pithoragarh district.

The move came after USIDCL, a state government enterprise, received a lacklustre response to the bidding process for hiring a consultancy firm early this year.

Only one bid was received in the process that forced the civil aviation department to initiate the process all over again.

When contacted, Civil Aviation Principal Secretary P C Sharma confirmed the move and said re-bidding process would be initiated shortly.

Besides, the expression of interests (EoIs) were also invited for expansion and strengthening of runway and upgrade of associated operational infrastructure and terminal facilities at the airport, which is gathering dust for the past several decades.

A couple of EoIs in this regard have been received and the officials are pursuing them.

The government intends to invest Rs 45 crore for the upgrade and modernisation of the Naini-Saini airport in Pithoragarh for promoting tourism and wants the airport to be developed under public-private partnership (PPP) mode.Significantly, last year also, the Naini Saini airport hit a roadblock as the government cancelled the tender process for hiring a consultancy firm on technical grounds.

The civil aviation department had invited tenders from various companies to suggest designing of the Naini-Saini airport. After evaluation process, the government was zeroing on engineer consultant and project manager RITES.

But Airport Planner and Design, a private company, raised objections over the tender procedure saying it quoted lower rates than RITES and threatened to move the court.

Sensing trouble, the government cancelled the entire tender process. Later, the government decided to hand over the airport development process to USIDCL, which was set up last year. The government has so far spent Rs 22-24 crore for the acquiring 17.8 hectare for the Pithoragarh airport where a total of 85 people were given compensation at the rate of Rs 1,200-1,300 per nali.

Under the modernisation plan, the airport is being upgraded to facilitate the landing of 70-72 ATR aircraft.

The airstrip of the airport would be made 1650 m long and 60 m wide. A separate terminal building will also be constructed.

EVMs incharge of Vikasnagar suspended, inquiry ordered

Dehradun, Sep 10 (PTI) The EVMs in-charge for Uttarakhand's Vikasnagar assembly seat, where bypoll was held today, has been suspended for allegedly not depositing some of the machines meant for training poll personnel to the godowns in time.

District Magistrate of Dehra Dun D Sainthil Pandiyan suspended EVMs incharge D S Rawat, an engineer with the Rural Engineering Department with immediate effect, official sources today said.

The action against Rawat was taken following a complaint by a group of Congress workers who intercepted a vehicle carrying these EVMs without a code number inscribed on them yesterday.

The District Magistrate ordered a probe into the matter to be conducted by Additional District Magistrate (Administration) asking him to find out as to why these EVMs were not deposited to the godown in time

'Chardham Yatra' halted, incessant rains in U'khand

Dehradun, Sep 10 (PTI) The 'Chardham Yatra' in Garhwal region of Uttarakhand has been suspended following landslides triggered by incessant rains at several places on the highways to the pilgrimage spots, official sources said today.

Landslides struck roads and highways at several places enroute to Badrinath, Kedarnath, Gangotri and Yamunotri, blocking the movement of vehicles, said sources in the Disaster Management and Mitigation Centre (DMMC) here.

Personnel of the Public Works Department and Border Roads Organisation have been pressed into service to clear the debris from the roads, they said.

Falling of boulders from the hills due to the heavy rains in Narendranagar town of Tehri district was also reported.

The state has been lashed by widespread showers during the past 24 hours with capital Dehradun recording 102.5 mm rainfall, Mukteshwar 94.1 mm and Dharchula in Kumaon 60 mm, the Met office said here

Four more cases of swine flu in Doon School

Dehra Dun, Sep 10 (PTI) Four more students of Doon School have tested positive for swine flu, taking the total number of affected children in the institution to nine.

Five students of the school tested positive for swine flu on Tuesday and four fresh cases were detected yesterday, officials said.

In the wake of the outbreak of the virus in the school, the Uttarakhand Health department has advised all schools in the hill state like Welham, Sherwood and Woodstock to keep a close watch on the students.

An advisory in this regard has already been sent to these schools, Pankaj Jain, the nodal officer for swine flu, said.

Inspections in various schools would also be carried out, officials said. All the schools have been told to keep stocks of Tamiflu tablets.

Besides Doon school, some cases of swine flu have surfaced in other schools of the state.

Three killed as heavy rains lash Uttarakhand

Dehradun, Sep 9 (PTI) Three persons were killed in landslides as heavy rains and snowfall lashed Uttarakhand.

Purola in Uttarkashi district witnessed 105 mm rainfall, while New Tehri recorded 46.2 mm, Dehradun 41.0 mm and Nainital 31 mm, the Met office said here, adding widespread and incessant rains have been reported from the state since last evening.

Three persons were killed and five others injured when boulders fell on two vehicles passing through Chhara-Lohari road following heavy rains in Almora district last evening.

The higher reaches of Himalaya received snowfall forcing residents to take out their woollens. Landslides occurred at several places enroute to Gangotri and Yamunotri shrines in Uttarkashi, leading to suspension of yatra.

Officials said that PWD and BRO personnel have been pressed into service to clear the debris on the roads.

The roads to Kedarnath and Badrinath are, however, open, they said.

Authorities promote blackberry production among Uttarakhand farmers

Nainital, Sep 9 - ANI: In an initiative to promote European blackberry production in Uttarakhand, the state government have authorities distributed saplings of the fruit among farmers across the street.

Blackberry is not sown in the country, but the prospect of rich dividends from international markets has made the authorities and farmers to adapt to the fruit.

Sudhir Chaddha, agriculture specialist and director of Floriculture Park located in Chafi, said that the farmers in the country were at an advantage, as the fruit could be reaped two months in advance as compared to their European counterparts.

Several European tourists when they visited India said that if we grow blackberries in India and send the frozen fruit to Europe it could be lucrative business, as the blackberries' were not grown in Europe at that time, Chaddha said.

We grow blackberries two months in advance as compared to the farmers in Europe. This will be a great advantage for the blackberry farmers in India, he added.

It is grown at an altitude of 2000-4000 feet. The fruit requires cold climate preferably less than 30 degrees centigrade for a healthy crop.

The best months for blackberry cultivation are February, March and April while the light soil is ideal for their cultivation. - ANI

Uttarakhand women earn a living out of forest produce

Chamoli (Uttrakhand), Sep 8 (ANI): Women of Chamoli district in Uttarakhand are rolling out herbal incense sticks and coal under the guidance of the district's forest department.

They have formed various self-help groups to reap profits out of herbal environment friendly incense sticks and coal from leaves.

Aranyam, an eco and herbal centre in the district has appointed a few self-help groups to roll out these items.

The incense sticks are being prepared from lemongrass whereas the fallen leaves of Cheer Trees, which spreads fire in the forest are being utilised to making coal. Such attempt also helps in avoiding such fire related incidents in the forest area.

" Till this date, people were dependent only on agriculture but to improve our economic and living conditions, we have started such self help programs. Here we make coal and incense sticks," said Bina Rawat, woman belonging to a self-help group.

On a regular basis, these women prepare around 1000 packets of incense sticks. They claim to generate enough income.

"We have been benefited a lot as we earn enough money after selling the incense sticks and the coal," said Sunita Devi, another women.

Every woman earns almost 70 to100 rupees in a day.

The forest department official of the district said that such centre has been established to provide employment opportunities to people by utilising the forest produces.

"This centre has been established while keeping in mind to provide employment opportunities to people through the forest produce," said Sanatan, District Forest Officer, Alaknanda forest department, Chamoli.

In a way, these herbal items benefit both the ecology and the people but it still awaits recognition by the government. (ANI)
