Uttarakhand to roll out new township policy

The Uttarakhand government today decided to bring a new township policy in view of the greater influx in cities like Dehradun during the recent past and set up an organisation like the Haryana Urban Development Authority (Huda) in the hill state for the purpose of housing.

“We don’t have a proper urban development policy. Under the new policy, we would be preparing broader contours of the urban development planning owing to the substantial increase of population pressure on cities like Dehradun,” a top government official told Business Standard soon after a high level meeting which was presided over by Chief Secretary Subhash Kumar at the secretariat here.

The new policy would also take a new look at the highly controversial land acquisition process in the light of recent amendments carried out by the neighbouring Uttar Pradesh government.

“We want to emulate Chandigarh or Delhi models and take positive suggestions from other states for the new urban township policy so as to ease pressure from cities like Dehradun,” said the official.

The meeting asked the housing department to set up a Huda-like organisation for providing better housing facilities to the people of the state.

It was also decided to prepare separate master plans for sub-towns of the state. “When we talk about housing, we must focus on our sub-towns in order to increase capacity to absorb more people through proper planning,” said the official. In 2008, the government brought out a master plan of Dehradun.

The housing department has also been told to bring a builders’ regulation policy and adopt the central model act in this regard.

“We want to provide more confidence to the builders so that they can construct better houses,” said the official. A separate registration of builders would also be carried out, the official added.

However, the official remained sceptical on whether the government would relax its tough norms on the land acquisition process where the government permission is required for acquiring more than 250 sq metre of land in the state. “This point was not touched,” the official said.

The BJP government brought tough land laws in 2007 which in turn slowed down the real estate business in the state.
