Dehradun, Sept 3 (PTI) The Uttarakhand government today
decided to set up a one-man panel to look into the issue of
reservation in promotion for SC/ST employees in government
jobs.
This decision was taken at a meeting of the state
Cabinet chaired by Chief Minister Vijay Bahuguna.
Justice (retired) Irshad Hussain has been asked to
submit his recommendations to the state government within
three months on the issue, the Chief Minister told reporters
here.
The committee will find out whether SCs/STs in the
state meet the three parametres, set by the Supreme Court, for
reservation in promotion, Bahuguna said.
It will study issues relating to "backwardness",
"adequacy (or inadequacy) of Representation" and "maintenance
of administrative efficiency" as prescribed by the Supreme
Court in the Nagraj case for providing reservation in
promotion to SCs/STs.
SC/ST employees who would have got promotion as per
the earlier scheme of "reservation in promotion" will be
appointed on promotion posts by creating ex-cadre posts as an
interim arrangement till the final decision is taken by the
government after receiving the Commission's report, he said.
Notional appointment on ex-cadre posts thus created
will also be given to those employees who have retired in
July-August, 2012, the Chief Minister said. PTI
