Uttarakhand jails face acute staff crisis

DEHRADUN: All the 11 jails of Uttarakhand are facing an acute staff shortage. At present, the state jails have about 75 per cent shortage but despite a staff crunch, no steps have been taken to appoint new staff.

As per the sanctioned strength, the 11 jails need to have 636 jail warders against which it has a mere 182. To meet the shortage, as many as 170 home guards and ex-servicemen have been deployed on duty.

There is a need for 44 deputy jailors but at present, there are only nine deputy jailors in the state. Even the number of women warders is far below the sanctioned strength of 27 posts. Jails of Uttarakhand have only 16 women warders and 11 posts are still lying vacant.

When contacted, DGP B S Sidhu said the jail authorities had asked for posting 100 constables in jails on deputation duty. "Going on a deputation duty is a voluntary decision and we cannot force any one for it. None of the constables came forward for undertaking the jail duty," he said.

To make situation worse, the 11 jails in Dehradun, Almora, Roorkee, Nainital, Haldwani, Pauri, Tehri, Chamoli, Haridwar and two at Udham Singh Nagar districts, lodge far more inmates than their sanctioned capacity. Against a capacity of 3,188, the total number of prisoners housed in these jails is 3,700.

The situation is alarming at Dehradun jail, Haridwar jail and Haldwani sub-jal, where the capacity of inmates is nearly or more than double the sanctioned strength. Against a capacity of 580 inmates, Dehradun jail has over 1,000 inmates. Similarly, Haridwar jail has over 1,000 inmates against its capacity of 660. Haldwani sub-jail has over 600 inmates against the approved strength of 250.
