DEHRADUN: Days after the state government announced that it would formulate a comprehensive rotational policy to allow policemen to serve in all the 11 jails in the state for a fixed tenure to fill in for the acute shortage of staff, CM Harish Rawat has gone a step ahead and instructed home department officials to draft a proposal to modernize jails, equipping them with all high-security related facilities. "This will help frustrate attempts by hard core criminals and gangsters lodged there to escape from these jails," said a senior home department official.
Addressing a meeting of top officials here at the Beejapur guest house on Sunday, Rawat said despite union government's expressed inability to release a grant of Rs50 crore to modernize police force and other related purposes, state exchequer will release funds for the same.
Rawat said as part of the move, vacancies of about 300 jail guards would be filled catering to the security needs of jails across the state. He also asked top officials to send on deputation six sub inspectors and 50 constables on jail duty to strengthen security at these prisons.
Rawat clarified after the proposal on modernizing jails is drafted and funds meant for the purpose are released, state government will begin the due process of upgrading jails into high-security ones across the state.
Most law enforcing agencies have hailed state government's move on the direction, saying it would help bring down growing incidents of prisoners' escaping from jails and improve conditions there.
Rawat also emphasize on the need for providing better and nutritious food made from locally grown crops and foodgrains like 'mandua' and 'gaith and taur' apart from Jhanghora to improve their health conditions.
Rawat also asked jail officials to encourage prisoners lodged in jails to grow these crops within the jail premises.
