Dehra Dun, Oct 14 (PTI) Uttarakhand Governor Margaret Alva today said that increasing urban-rural and rich-poor gap is the biggest challenge before the country. "This gap can only be decreased when this situation is seen from a human angle and not only from the angle of CAG reports and the Reserve Bank of India," she said. Alva was addressing Indian Administrative Service officers, who completed a 8-week mid-career training programme in Lal Bahadur National Academy of Administration (LBSNAA) at Mussoorie near here. The training was organised for 102 IAS officers belonging to batches from 1991 to 1996 and four officers of Sri Lanka Administrative Service. "There is a lot of talk we hear about GDP growth rate and industrial output but ultimately what is the objective of all this development process if large sections of our people do not benefit from it?" Alva posed. Apart from this, the gap between the policy formulation and its implementation is also a challenge, Alva said. "There are so many pressures of caste, class, religion and language that create road blocks and challenges for bureaucrats during their functioning," she said. Alva asked the officers to pay attention to those left out of the development process. "The rural population is voiceless while the urban people have the support of the media and are vocal too."
