Harish Rawat assures flow of funds for reconstruction

Dehradun: Uttarakhand Chief Minister Harish Rawat on Monday said there would be no dearth of funds for reconstruction in disaster-hit areas but there should be no compromise on the quality of work.

Reviewing reconstruction work in Narendra Nagar area of the district, Rawat assured officials of adequate funds wherever needed but said quality of work should not be compromised.

He also announced that after the allocation and utilisation of money, a social audit would be conducted.

Reviewing development projects being undertaken in Narendra Nagar area, the CM directed officials to make roads pothole-free, and works must be completed by March 15.

Rawat said the pace of work on reconstruction projects whose foundation stones were laid on February 9 and 25 ought to be speeded up. This would be done under the Project Implementation Unit after taking approval from the local MLA.

There are 140 projects in the state for which Rs 30 crore have been provided so far. Work has begun on 59 projects, he said.

The CM said to speed up the work on reconstruction, approval rights have been given to SDMs for projects upto Rs 1 crore, DMs up to Rs 5 crore and to the Commissioner-level officials up to Rs 10 crore.

Rawat also directed for ensuring of constant review along with development work.

Directions have also been given to issue tenders for roads under PMGSY, ADB and PWD within seven days.

He said that very soon he would travel to all affected areas by road and in case of their bad conditions, strict action would be taken against officials concerned. As many as 251 drinking water schemes have been damaged in the disaster, and the CM ordered that all the repair work must be completed by March 31.

He gave orders to officials of the electricity department that extra transformers be made available at the SDO level so that faulty transformers could be replaced when the need arose.

The CM also made announcements for the approval of Harkhi drain on Jaakh Dobra motor road, money for repair of Bharpoor canal in Pratapnagar, PG courses and science stream in Narendra Nagar Degree College, a stadium in Muni?ki-Reti, upgradation of the Dabarkhal High School to Intermediate level, plan for a sewer line and garbage disposal in Narendra Nagar, flood security in Daalwala and Elephant security plan, a footpath from Narendra Nagar to Kunjapuri and a nullah from New Tehri to Bhagirathipuram.

The Chief Minister directed the Secretary, Irrigation, to release Rs 2 crores each for the irrigation department in the districts.

He added that the government had implemented the Right to Public Services law and responsibilities had been assigned to the officials. No shortcomings in this regard would be tolerated.

He advised that voluntary land consolidation be started in one village of every block for which an officer would be designated.

Chief Education Officer Dinesh Chandra Gaud said that government sanctioned construction of four school buildings in Aachrikhunt, Naagraajdhar Nagun, Jakhidagar and Bedhdhaar, out of the 20 proposals sent.

An amount of Rs 1 crore would be given to encourage the Gram Sabha doing the best work.

On the occasion, the people of Daur Village and Pratap Nagar area met the Chief Minister and shared their problems with him.
