Uttarakhand Public Works Department SC/ST officer and employee
welfare association has demanded that promotion to the reserved posts
lying vacant should be facilitated by the State Government.
A four-point demand charter was earlier finalised in the meeting of
the association here and handed over to Cabinet Minister Pritam Singh.
The association requested the minister to pursue their demand.
The association’s Garhwal region convener GS Kundal said that
Uttarakhand Public Service Commission had selected 21 employees in
2010-11 for promotion to the vacant posts of assistant engineer (civil)
and assistant engineer (electrical and mechanical wing) in PWD. Out of
these 20 belong to SC/ST category.
However the State Government has not yet issued the orders for
promotions though three junior engineers have been promoted in the
general category. Like the general category candidates, those selected
for promotion from the SC-ST category should also be promoted, said
Kundal.
The association members complain that despite the recommendation of
the high level committee constituted by the Government comprising former
chief secretary IK Pandey, former vice-chancellor Kumaon University and
additional secretary Subardhan for, the State advocate did not present
the case in favour of SC-ST employees in the writ filed by VP Nautiyal
against reservation in promotion.
As a result, the assistant engineers and higher ranked officers of
the SC-ST category are being deprived of promotion, said the association
leaders. They stressed that the State Government should take proactive
measure to facilitate resumption of reservation in promotion.
