Uttarakhand to start e-tendering at PWD

Cashing in on the Anna Hazare movement, the Uttarakhand government is all set to introduce e-tendering from October 1 in the Public Works Department (PWD), which is being dubbed as one of the state’s most corrupt departments.

The impact of a transparent and corruption-free administration propounded by Chief Minister Major General (Retd) Bhuwan Chandra Khanduri is beginning to become evident in the day-to-day affairs of the stat.
Following strict instructions by the chief minister, a forthright procedure and mechanism is developing in all the departments. “The effect is particularly evident in departments which are linked to the common man,” an official statement said.

On the e–procurement system which is being commenced in the PWD, the statement said the promulgation of such a system would enable the work to be conducted in the departments with transparency and accountability.

“The state government is committed to provide a corruption–free and transparent administration in the state,” Khanduri said.

Principal secretary (PWD) Utpal Kumar Singh said that under the transparent work system of the government, the provision of e–procurement is being implemented in the department from October 1.

“Initially, this provision will be implemented in the procedures of all national competitive biddings. Later, it would be extended and implemented in all tender bidding and supply processes, after ensuring provision of necessary resources and imparting training to all persons concerned,” Singh said.

He also said that this system will help in making the department’s work methodology corruption–free and transparent, as well as ensure better quality and accountability pattern. “This system is being implemented through the e–procurement system developed by the National

Informatics Centre of the Government of India,” Singh added.
