Government professional services find few takers

India may not be facing shortage of administrators, but it still does not have sufficient strength to run professional services. Two of these areas are forest management and generation of statistics, where the government is facing a massive shortage of the frontline staff. "There has been no regular recruitment for many years," a senior government official explained.

Frontline forest staff protects wildlife and illegal felling of trees, vital to conserve India's rich bio-diversity. But, almost 40% of its posts are vacant.

"In the last four to five years, the number of vacant posts has increased," said VB Mathur, Dean at the Dehradun-based Wildlife Institute of India, which does research on wildlife issues.

As a result, a forest guard in the country's best tiger reserve Corbett in Uttarakhand has to protect wildlife in 35 sq km, an impossible task. Likewise in the Nameri Tiger Reserve, the average age of a forest staffer is 40-48 years, indicating that the personnel who are to protect tigers are getting old and there are no replacements for them.

The environment ministry, in a recent report, had highlighted that because of the shortage of staff and increased pressure of project evaluation, personnel on conservation jobs were on decline.

"In fact, even younger staffers are not willing to work in forests due to the absence of incentives," said a senior IFS officer.

The tale of field-level statistical officers is no different. About 30% posts in this field are lying vacant. And the government is yet to approve a proposal to hire adequate number of personnel as suggested by the ministry of programme implementation and statistics.

"We have hired some people on contract for data collection. But they don't have any accountability as many of them leave by the time data analysis starts," an official with National Sample Survey Organisation (NSSO) said.

In the recent past, the government had questioned NSSO data, especially on employment and unemployment, saying that the data had failed to reflect the correct economic position and was self-contradictory.

"We need to improve our data-collection and for that we need additional hands," the official said.

Kashmere gate ISBT will partially close from today

Delhi government has decided to 'partially' close the Kashmere Gate Inter State Bus Terminal from Monday.


Senior officials of the transport department said they are shifting the operation of 500-odd inter-state buses to Anand Vihar and Sarai Kale Khan ISBTs. Though the transport department had initially planned to shift all inter-state buses to the two other ISBTs, the plan was changed following the traffic police's objection.

"While the Rajasthan-bound buses would operate from Sarai Kale Khan ISBT, the operation of Uttar Pradesh and Uttarakhand buses has been shifted to Anand Vihar ISBT," said a senior official, transport department.

The buses for Jammu and Kashmir, Himachal Pradesh, Punjab, Haryana and Chandigarh would continue to operate from Kashmere Gate ISBT, the official added.

More than 2,000 inter-state buses catering to more than one lakh passengers operate from Kashmere Gate ISBT everyday. The buses are being shifted to pave way for renovation of the bus terminal.

Dehradun, Jul 31 (PTI) Demanding immediate initiation of CBI probe into the death of Swami Nigamanand, a sadhu belonging to his Matri Sadan Ashram has started indefinite fast in Haridwar. "More than two months have passed since Nigamanand had died, trying to stop quarrying in Ganga, but CBI inquiry has not been initiated," Swami Poornanand, whose fast entered second day today, alleged. He said his fast would continue till his demand is met. Uttarakhand government has sent a letter on June 16 to the Centre recommending a CBI probe into Swami Nigamanand's death. 36-year-old Swami Nigamanand, who also belonged to Matri Sadan Ashram was fasting against illegal mining in the river Ganges. He died on June 13, triggering a political blame game with Congress alleging that he had died of poisoning and BJP accusing it of "playing politics" over his death. Matri Sadan ashram head Swami Shivanand, however, had alleged that Swami Nigamanand was murdered as he was given "poison" during the treatment. PTI

Uttarakhand to set up Bio-tech park

DEHRADUN: The Uttarakhandbiotechnology department has decided to set up a biotech park in the hill state in order to promote industries based on the technology. "Uttarakhand being particularly rich in biodiversity aims to convert its bio-wealth into economic wealth through the application of biotechnology by promoting industries based on the above and set up biotech park," the department said in its recently released annual progress report for the year 2010-11.

The proposal for the biotech park came under the state biotechnology programme which seeks to attract entrepreneurs for setting up biotechnology-based industries in the hill state either in an industrial estate mode or dispersed in smaller pockets throughout the state. The programme also promotes agro-farming and encourage cultivation of medicinal and aromatic plants in the state.

The park is expected to house modern biotechnological facility , including bio-incubator and basic infrastructure and common facilities like modern equipments, green house, animal house, business centre and laboratories. The report said the department has also decided to establish Centre of Excellence on Mountain Biology (CEMB)) which intends to promote R & D work relevant to the needs of the hilly region along with state-of-the-art facilities for ex-situ and in-situ conservation and promotion.

First India-France army war game in Sept-Oct

New Delhi, July 29 (IANS) India will for the first time hold a joint army war game with France when platoon-sized forces from each side undertake counter-terrorism operations at Chaubatia in Uttarakhand in September-October.

The 'Shakti' exercise will be a regular series like the 'Varuna' and 'Garuda' joint drills between the two navies and air forces, an officer at the army headquarters here said Friday.

Shakti is a sign of growing military-to-military relations between the two strategic partners in geopolitics, with France being an staunch supporter of India's candidature for a permanent seat in an expanded UN Security Council, apart from being a partner in the civilian nuclear power sector.

India has recently short-listed the French Rafale fighter jet for the $10.4 billion tender for 126 combat aircraft for its air force and it is pitted against European consortium EADS' Eurofighter Typhoon. The lowest bidder among the two will be known in about a month-and-half from now.

India also Friday signed a deal with French defence firms Thales and Dassault for upgrade of its 51 Mirage-2000 fighter jets of the 1980s vintage at a cost of $2.4 billion.

Meanwhile, 200 Indian Army troops are participating in the 'Ajayee Warrior' war game with the British Army at the latter's hi-tech land warfare centre near Salisbury, the officer said.

Monsoon claims six lives in UP, triggers landslides in Uttarakhand

NEW DELHI: Heavy rains continued in parts of northern India on Friday as monsoon activity led to landslides in Uttarkhand and loss of six lives in Uttar Pradesh.

Delhiites, however, experienced a hot and humid day as mercury climbed above normal levels to settle at 34.6 deg Celsius. The minimum was recorded at 26.5 degree Celsius.

The humidity oscillated between 63% and 93%. Six persons were killed in incidents of wall collapse in Hardoi and Jyotibaphule Nagar of Uttar Pradesh due to heavy rains and rivers Ganga, Ghagra and Sharda continued to flow above the danger mark posing flood threat to low-lying areas.

According to a Central Water Commission report, Ganga continued to flow above the danger mark in Ballia while Sharda is above the mark in Palliakalan (Kheri) and Ghagra is flowing above red mark at Elgin Bridge (Barabanki) and Ayodhya.

Torrential downpours lashed parts of Kangra, Mandi and Hamirpur districts of Himachal Pradesh with tributaries of river Beas breaching danger level at several places.

Dharamsla recorded 116.8 mm of rains till this morning, while Sujanpur in Hamirpur district recorded 100 mm.

Heavy showers were also received at Nagrota Suriyan (35mm) in Kangra and Sundernagar (22 mm) and Jogindernagar (17 mm) in Mandi district, MeT officials said.

One person was killed in landslides in Uttarakhand's Rudraprayag district as rains continued to lash most parts of the state.

The rains also increased water levels of rivers like Ganga, Yamuna, Kosi, Bindal, Rispana and Songh, besides disrupting Gangotri and Yamunotri pilgrimage.

Land identified at Kotdwara for setting-up medical college

Kotdwar (Uttarakhand), Jul 29 (PTI) The district administration of Pauri Garhwal has sent a report to the Uttarakhand government to acquire farmers' land for a proposed medical college in Kotdwara town. The proposed medical college will be the part of Central Garhwal University. The university has laid down the condition that medical college will be constructed if state government provides the land to the varsity free of cost. The revenue department has identified the land, in the Kotdwar-Bhabar area and a report has been sent to the state government, sub-divisional Magistrate of Kotdwar tehsil G C Gunwant said, adding the land belongs to the farmers of that area. According to him this exercise was conducted to restrict land mafia from buying land from farmers at cheap rates to halt the construction of the medical college at Kotdwara. PTI

Uttarakhand HC stays arrest of Acharya Balkrishan till August 29

DEHRADUN: A day after a single-judge bench of Uttarakhand high court refused to hear a writ filed by an advocate on behalf of Ram Dev aide and general secretary of Patanjali Yogpeeth Trust Acharya Balkrishan urging it to stay CBI cases against him, another single-bench of the high court on Friday stayed his arrest till August 29.

The court made the decision based on cases already filed against him and asked Acharya Balkrishan to submit his passport with the registrar-general by August 5.

The single judge bench of justice Tarun Aggarwal granted stay on a writ filed by a advocate SK Aggarwal on behalf of Acharya Balkrishan.

The petition urged the court to stay the possibility of Acharya Balkrishan's arrest with immediate effect.

Advocates SK Aggarwal and Rajendra Dobhal pleaded the case on behalf of Acharya Balkrishan.

They said the court has also directed Acharya Balkrishan to appear before the CBI on August 3 for questioning in connection with cases of forged passport and documents filed against him on July 24.

The court has asked Balkrishan to cooperate with the agency in the investigations so that the truth comes out.

The court also directed Dehradun branch of CBI to produce before the court all evidence and documents related to the passport during the next hearing on August 29.

They said the court also asked Acharya Balkrishan to submit his passport with Registrar-General of HC by August 5.

Missing teens found dead

Ranchi/Dumka, July 29: Two girls from Dumka were found dead in Pauri Garhwal district of Uttarakhand amid allegations from their parents that the Ranchi police didn’t do enough to look for them after they went missing from the capital last week.

It is, however, not clear whether Mausam Modi (17) and Nikita Kumari (18) — fast friends since childhood but separated by academics — committed suicide or were kidnapped and killed for ransom.

Mausam and Nikita went missing from Ranchi on July 20, a day after they had a secret rendezvous to celebrate Mausam’s birthday. Their bodies were found near Chila canal of Ganga barrage in the Laxmanjhula police station area of Pauri Garhwal, 30km from Hardwar, this afternoon after which Ranchi police were informed.

Ranchi SSP Saket Kumar Singh said the girls were identified on the basis of their school ID cards and other belongings. “I have sent a team from Kotwali police station where the missing diary was lodged, to Hardwar,” he added.

Originally residents of Tin Bazar in Dumka, both class XI girls stayed in hostels. While Mausam was a student of Delhi Public School in Ranchi, Nikita studied in Chinmaya School in Bokaro. Their fathers — Shravan Kumar Modi and Ashok Kumar Sah — are businessmen in Dumka.

According to family sources, Nikita had last spoken to her father over phone late on July 19 to tell him that she had come to Ranchi from Bokaro for Mausam’s birthday and Sah had reproved her.

The next day she sent a text message to her mother, saying she did not wish to live. Her mother lodged a missing diary with Kotwali police.

Yesterday, however, Nikita’s parents apparently received a Rs 1 crore ransom call after which they met chief minister Arjun Munda at in Barmasia, urging a police follow-up.

Sah and Modi left for Uttarakhand today, but refused to shed light on the ransom angle. “That question is irrelevant now that my daughter is dead,” he said.

Nikita’s mother Sangita Devi blamed the police for their casual approach. “We stayed for eight days in Ranchi and the local police kept assuring us that our daughters would be rescued, but did nothing concrete to bring them back,” she said.

Scotching allegations, SSP Singh expressed his inability to comment immediately. “Both suicide and murder angles are being probed. It will not be proper to make any statement right now,” he said.

Sources in the police, however, ruled out murder. “Both girls were together since July 19. A day or two later, they checked in at Virasat Residency in Hardwar and checked out from there at 11.30am on July 24. During their stay at the hotel, there was no third person with them. So, there is no question of kidnap. It also suggests that the girls wanted to be together and committed suicide because their parents were trying to separate them,” a policeman said, requesting anonymity.

“We have a very good response for the August 13-15 weekend. Our hotels in Agra and Mussoorie are both sold out,” says Taran Deep, head, marketing and communications at the Jaypee group of hotels. Harsh Semwal, GM at Park Plaza Sylverton, Mussoorie, reports a similar figure. “We are 100% sold out on 13-14-15. Those who’ve made the bookings are mostly from Delhi and Punjab,” he says. Last minute bookings are accounting for better business for some of these places. “We had been getting queries over the last two months for this long weekend. Our properties in Nainital, Corbett and Haridwar are already full. We blocked a few rooms, though, and since these will be given to people who don’t come through travel agents, higher rates will be charged,” says Vibhas Prasad, Director, Leisure Hotels.

While Uttarakhand and Himachal Pradesh are the hottest holiday spots right now, the ever-popular Goa is also in demand. “The long weekend is a holiday hit. The most popular destinations are Goa, Shimla, Manali, Uttarakhand, Rajasthan. By mid-July, we had a huge number of queries,” says Keyur Joshi, COO and co-founder Make My Trip.

“One of the resorts in Shoghi (14 kms from Shimla) is completely packed. We’re expecting all our camps to be completely booked by the end of this week,” says Sachin Gupta of 36 Chutti.com.Delhiites can’t wait for their escapade. “I’ve already booked a room in Bhimtal. I will be leaving on Rakhi evening. Most of my friends are also planning small breaks around the city during that period,” says Megha Kanojia, 26, freelance writer.

Judge washes his hands of Balkrishna's petition

An Uttarakhand High Court judge Thursday recused himself from hearing a petition by yoga guru Ramdev's aide Balkrishna seeking quashing of an FIR filed by the CBI charging him with procuring fake educational degrees and using them for getting a passport.

The petition came up before Justice PC Pant who refused to hear the matter and referred it to Chief Justice Varin Ghose, said Rajendra Dobhal, the counsel for Balkrishna.

The petition would now be put before another judge, he said.

Balkrishna, who is facing charges of procuring fake educational degrees and using them for getting a passport, was summoned by the CBI to appear in its office in Nainital on Thursday for interrogation and there were reports that he might be arrested by the investigating agency.

Balkrishna has sent a fax to CBI seeking 20 days' time to appear before the agency stating his passport is with British High Commission.

The agency, however, turned down his plea and asked him to appear without passport on Friday.

Balkrishna was "missing" from his Divya Yog Mandir ashram residence at Haridwar on Jul 25, a day after CBI registered a case against him for cheating and criminal conspiracy for procuring fake degree and violation of section 12 of Indian Passport Act for furnishing fake documents to get a passport.

Employees of ''108'' emergency services go on strike

Dehradun, Jul 28 (PTI) The employees of '108' Ambulance Service, an emergency medical service under private public partnership (PPP) mode, today went on indefinite strike demanding that the government should take over the service. '108' Ambulance Service was introduced in 2005 in the country, and since then it credits itself of saving more than 2 lakh lives. "Employees of emergency medical service went on strike this morning disrupting the services completely," Uttarakhand head of '108', Manish Singh said. However, Uttarakhand government has already banned the strike for six months by employees of "108" by declaring it as very essential service in view of the ongoing 'chardham yatra' season. The emergency service is being operated under PPP mode by Uttarakhand government with a private company called GVK-EMRI. The demand of the employees cannot be accepted as the service was set up under an agreement between GVK and the Uttarakhand government, Singh said. He said alternative arrangements are being made to run the service. "108" service have proved useful in providing the accident victims and patients living in tough hilly terrains the timely medical care and carrying them to the hospitals.PTI

Rains lash most parts of Uttarakhand

Dehradun, Jul 28 (PTI) Moderate to heavy rains today lashed most parts of Uttarakhand throwing normal life out of gear as several low-lying areas were inundated due to an increase in the water-level of most of the rivers. Many parts of Uttarakhand received moderate to heavy rains with Chamoli and hill resort of Mussoorie recording very heavy rains, Met office said here. Mussoorie recorded the heaviest rainfall with 150 mm followed by Chamoli with 148 mm, Dehra Dun 119.3 mm, Old Tehri 85 mm, Munsyari 69 mm and Banbasa 64 mm during the past 24 hours, said Met office. The weather office has predicted rains and thundershowers at isolated places with moderate to rather heavy rains likely in Nainital and Uttarkashi district for another day. The rains caused inconvenience to the people especially children, who could not reach their offices and schools destinations in time because of water-logging on the roads. The rains also forced closure of some of the schools. The water level of most of the rivers like Ganga, Yamuna, Kosi, Bindal, Rispana and Song increased due to rains inundating several low-lying areas, the official said, adding that the administration is closely monitoring the situation. The state government has already released funds to all the 13 district magistrates for dealing with natural disasters like landslides, cloudbursts, avalanches and floods. The natural disasters had badly hit the hill state last monsoon leaving over 200 dead and rendering thousands others homeless.PTI

CBI court grants bail to former Chief Engineer: The CBI court on Wednesday granted bail to Arun Mishra, former Chief Engineer of the Uttar Pradesh Industrial Development Corporation, in a “money laundering” case against him. According to CBI sources, Mishra has completed his 90-day judicial custody and since the agency could not file a charge sheet against him during these days, the court granted him bail. However, the sources added that he might not be released as he was booked under another case of enforcement directorate. He is facing charge of laundering money at a PNB branch in Dehradun.

Notification: The state government has issued a notification regarding the creation of the medical education wing as a separate entity. In all, seven posts have been created to run the entity. Three posts, additional director, joint director and assistant accounts officer, are permanent.

Saplings planted: Disha, a city-based social organisation, today planted 25 saplings on the premises of the regional office of Gharwal University. Kanwal Saini, Manager (ICICI Prudential) was the chief guest. Mithla Rawat (office in charge of the university), Sushil Virmani (organiser, Disha) and other members from the organisation were also present.

Rs 27 crore for three tourism circuits: The Union Ministry of Tourism has allocated Rs 27 crore for the development of three tourism circuits in the Kumaon region. The circuits will be developed by the Kumaon Mandal Vikas Nigam. This was disclosed by Surendra Singh Jeena, chairman of the KMVN, during a meeting of the Board of Directors. “The first circuit house will be from Ramnagar to Bageshwar via Bhikiyasein, Salt, Dwarahat, Kausani and Someswar. The second route will be developed from Nanakmata to Lohaghat via Ritha Sahib while the third route will be from Bhawali to Baba Hairakhan Dham via Ramnagar,” said Jeena, chairman of the nigam.

Encroachments by 250 shopkeepers: Over 250 shopkeepers have encroached upon a highway that links this town with the Khatima town. This information has been obtained by Ram Singh, an RTI activist, from the Public Works Department. “Due to the negligent attitude of the PWD and the local administration, the distance from the centre point to both sides of the road has remained only between 4 and 10 metres due to the encroachments,” said the RTI activist.

10 sugar mill owners yet to clear farmers’ dues: Out of the 12 sugar mills, the owners of only two mills have cleared the dues of farmers. The owners of 10 sugar mills still owe Rs 68 crore to farmers. This was stated by Sugarcane Commissioner Vikramjeet Tiwari here on Wednesday. “The owners of these 10 sugar mills have been asked to clear the dues by August,” said Tiwari.

UKD (Panwar) to form regional front: The UKD (Panwar) will form a regional front to contest the forthcoming Assembly elections. Addressing a press conference here on Wednesday, senior party leaders Kashi Singh Airy said the front would comprise the CPI, the Uttarakhand Janwadi Party, and other regional parties having similar policies and programmes.

Steps to check drug addiction among students: The Haldwani police has asked all chemist shop owners not to sell drugs to students without any medical prescription. “Many cases of drug addiction have come to light in the town recently. Therefore, we have issued the instructions to the chemist shop owners,” said P Renuka Devi, ASP (Haldwani).

Security deposits of three fair price shop owners forfeited: The District Supply Officer has forfeited the security deposits of three fair price shop owners for selling the foodgrains issued under the Atal Khadyan Yojana in Berinag subdivision at higher rates. “After receiving complaints in this regard, we raided some shops and found that the shopkeepers are charging 50 p more per kg from consumers. We have forfeited the security deposits of three shopkeepers who have been found guilty,” said Tej Bal Singh, DSO (Pithoragarh).

DEHRADUN: Rudrapryag Chief Judicial Magistrate Mahesh Chandra Koshiva on Wednesday remanded a 14-day judicial custody to a 59-year-old senior Police Inspector-Surendra Gopal- who was arrested on Tuesday for allegedly raping a 26-year-old married woman on Tuesday morning in his Alto car during duty hours, on Nagrasu-Dandarwal road near Gaucher, in Rudrpryag district.

He was later sent to Chamoli jail.

Rudrapryag CJM remanded a 14-day judicial custody to accused senior Inspector on being produced before court at 2.30 pm after he was booked under different sections of IPC including 376 IPC for raping a woman at Gholtir Police Outpost in Rudrapryag district on Wednesday at 5.30 pm.

Cases were registered against him on the basis of an FIR lodged in police outpost by victim.
DIG(Garhwal Range) Deepam Seth said Accused Inspector Gopal was placed under suspension after registration of cases against him.

Uttarakhand DGP JS Pandey said keeping in view seriousness of incident, Uttarakhand police department may also take further strict action accused.

Pandey said strict action will be taken against him on the basis of finding of a probe by Chamoli SP.

A senior police officer said incident occurred when victim who belongs to Daira village in Rudraprayag district,asked Inspector for a lift to Gaucher town at Rudrapryag Petrol Pump while he was on way to Police Lines at Ratura town on Rishikesh-Badrinath National highway.

Police officer said instead of taking victim to Gaucher, Inspector took him to a lonely Nagrasu-Dandarwal Road and raped her there.

After the victim lodged an FIR at Gholtir police outpost, policemen on duty immediately informed Deputy SP RP Dimri about the incident before registration of cases against accused.

Dehradun, Jul 27 (PTI) Uttarakhand Chief Minister Ramesh Pokhriyal Nishank today reviewed the arrangements of ongoing Kanwar mela in Haridwar and directed the police to remain vigilant in view of threat of terrorist activities. During a meeting with Police DIG of Garhwal Deepam Seth, Nishank said Kanwar mela has become highly sensitive and challenging in terms of law and order because of arrival of Kanwarias in large number especially during the last days, an official release said. Nishank said all sensitive places should be monitored constant through CCTVs and action should be taken if any suspicious activity is noticed. He also directed to conduct effective anti-sabotage checks at crowded places like temples, ghats, parkings, markets, railway station, bus stands as well as community kitchens (langars) being organised for Kanwarias, it said. Nishank said crowd-control and alternate emergency-exit at crowded places should be ensured. He also directed to make special arrangements in the temples and women-ghats in view of the increasing number of women-Kanwarias. Seth informed the Chief Minister that nearly 1.15 crore Kanwarias have so far visited various holy places in Haridwar, Rishikesh and Pauri Garhwal to take Gangajal (water of river Ganga) and added that nearly 1.50 crore Kanwarias are expected to come Haridwar this year. Every year Kanwarias from states like Delhi, Rajasthan, Punjab, Haryana and Uttar Pradesh reach Uttarakhand to take Gangajal back home to offer it on the idol of Lord Shiva during the month of Shraavan.

Women were strangled with a cloth; man who brought them from Uttarakhand missing

Two persons, including a teenaged girl were found murdered at a house in Pushp Vihar in South Delhi on Tuesday. Police identified the victims as Tara Devi (45) and her daughter Kajal, hailing from Ramnagar in Uttarakhand.

Police said a man named Jagdish (40), who brought the two from their native town in the morning, is absconding.

The house, 194-Sector 4, Pushp Vihar, where the murder took place, belonged to one Kamla who lived with her daughters in the same premises.

Deputy Commissioner of Police (South) Chhaya Sharma said, “Jagdish and Kamla belonged to Ramnagar. Jagdish and the two women turned up at Kamla’s doorstep in the morning, saying they needed a place to rest for some time. Since they were from the same village and she knew Jagdish, Kamla agreed.”

Police said that Kamla left for work around 9 am and her daughters left for school and office. When the younger daughter returned from school at 2.15 pm, finding the door locked, she called her mother. After obtaining a spare key from the neighbours, as the two entered the home they found Tara and Kajal dead, and Jagdish missing.

“The two had been strangulated with a cloth,” said DCP Sharma. Police added that there were blood stains in the room.

Police added that Jagdish was an apprentice to a tailor in Delhi and introduced Tara Devi and Kajal as his wife and daughter. On being questioned, Kamla has also revealed that Tara Devi worked as a maid in Mehrauli, but had left her job to go to Ramnagar six months ago.

Dehradun, Jul 26 (PTI) Two suspected poachers, who had recently managed to escape leaving behind two leopard skins, have been arrested, a forest official said today.Acting on a tip-off, forest officials laid a trap and arrested the two from Thatyur area near Mussoorie last evening, Mussorie DFO Ramgopal said.Earlier, the duo were trying to sell two leopard skins on the night of July 19 when a forest department team had checked their bag.The two had then managed to escape taking advantage of the darkness, the DFO said.The duo have been booked under Wildlife Protection Act.

Dehradun, Jul 26 (PTI) A police inspector was today arrested on charges of raping a woman at Gholtir area of Rudraprayag district. Surendra Gopal, posted as Reserve Inspector in Rudraprayag police lines, was arrested after the 25-year-old woman, a resident of Ukhimath area of the district, lodged a complaint that the police official had raped her inside his private car last night, said Rudraprayag Circle Officer R P Dimri. In her complaint, the woman said she had taken a lift from Gopal on her way home as she was getting late, he said. A medical examination of the woman, a divorcee and mother of two, was also conducted and its report is awaited, Dimri said. Meanwhile, Gopal has been suspended with immediate effect and the case has been transferred to the police of neighbouring district of Chamoli so that investigations could be carried out in fair and transparent manner.

Six Kanwarias die in Haridwar during past 24 hours

DEHRADUN: Six Kanwarias (devotees of Lord Shiva) died and two others were injured in various incidents including a snake bite in Haridwar district during the past 24 hours, police said on Tuesday.

Two Kanwarias from Haryana died of snake bite on Tuesday at Bhagwanpur area of Haridwar district on their way to gather Gangajal from the river, police said.

The victims have been identified as Chetan (30) and Baljinder (35), both residents of Baghela village of Ambala district. They were carrying the snake in their bag and it bit both of them, police said.

In another incident, two Kanwarias, identified as Vir Singh (27) and Pravin Kumar (25) from New Delhi were on their way to Haridwar when their motorcycle collided with a three-wheeler at Teliwala village on Monday.

While Singh died on the spot, Kumar was injured and admitted to a hospital.

Two other Kanwarias, identified as Ashutosh (20) and Raja (18), residents of Meerut in Uttar Pradesh, were bathing in the Ganga canal at Roorkee area of Haridwar on Monday when they were washed away. While police managed to get the body of Ashutosh, efforts are being made to fish the body of the other victim.

Another death was reported from Landhour railway station where a Kanwaria was killed after being hit by a train on Monday again. His identity is, however, is yet to be known, police said.

Family members of 21 Kargil martyrs and 41 recipients of gallantry awards like Ashok Chakra, Mahavir Chakra, Veer Chakra and Shaurya Chakra, were presented with a shawl and a souvenir by Nishank at a function here.Speaking on the occasion, the chief minister said, "Uttrakhand is a land of the warriors and the youths of the state have always made supreme sacrifices for the motherland." Nishank said the state government has launched various schemes for the welfare of ex-servicemen and the dependents of the soldiers during its over four-year-old rule."Uttarakhand is the first state in the country to have made manifold increase in the annuity paid to gallantry award winners as well as the one-time assistance to them," he said.One-time assistance to Param Vir Chakra and Ashok Chakra winners has been increased to Rs 25 lakh from Rs 1,72,500 and Rs 1.45 lakh respectively, he said."Similarly, the amount for winners of Mahavir Chakra and Kirti Chakra has been increased to Rs 15 lakh from Rs 1.15 lakh and Rs 87,000 respectively." The chief minister said apart from this, his government has decided to provide annuity to gallantry award winners for "life time" instead of the present 30 years. Nishank said the monthly pension given to exsoldiers of Second World War and war widows, who are residing in the state, has also been increased to Rs 3000 per month from Rs 2000.

New format for Common Admission Test 2011

BANGALORE: The Common Admission Test (CAT), which holds the key to the 13 IIMs and other major B-schools in the country, has gone for a format makeover. The test will be conducted between October 22 and November 18, 2011. Though the number of questions remains the same,CAT 2011 will have two sections instead of three, and an additional five minutes to tackle the test.


According to an official statement released on Monday byPrometric, the testing agency and IIMs, CAT 2011 will have only two sections - the first will focus on quantitative ability and data interpretation and the second on verbal ability and logical reasoning.


"These two sections will be implemented sequentially with separate time limits. The examination will be 140 minutes. Candidates will have 70 minutes to answer 30 questions within each section, which will have an on-screen countdown timer. Once the time ends for the first section, they will move to the second and will no longer be able to go back," said the statement.


"This is a move to be student-friendly. There are many students who lose out on a seat as they would have failed to perform in one of the sections," said prof Janakiraman Moorthy, convenor, CAT 2011. An additional five minutes have been added to the existing two-andhalf hours. This includes a 15-minute tutorial that will guide students through the process.


Bhilai, Jammu and Dehradun have been added to the existing 33 test locations. The number of testing days will remain 20.


Check-in time has been reduced by half-an-hour from the previous two hours. With this change, the afternoon sessions will start at 3.15pm.

Advocate killed after being hit by train

Dehradun, Jul 25 (PTI) An advocate was killed after being hit by a moving train at Ajabpur Kalan area, police said today.Avadh Bihari Pant (58) was crossing the railway track last evening when he was hit by the Howrah-bound Upasana Express. He was immediately rushed to a hospital where he was declared brought dead, they said.Ruling out the possibility of suicide, police said Pant had some problem in hearing due to which he could not hear the sound of the approaching train.Meanwhile, advocates today stayed away from routine work as a mark of respect for the deceased.

Alston Hydro wins rehab contract for Revin pumped-storage hydropower project

CHAMBERY, France 7/25/11 (PennWell) -- Electricite de France has awarded Alstom Hydro a contract for rehabilitation of four pump-turbines at the 800-MW Revin pumped-storage hydroelectric project in France.

The contract involves work on four 180-MW pump-turbines, including replacement of runners and refurbishment of servo-motors and other components.

In other news, Alstom, in consortium with Hindustan Construction Company, recently announced it has been awarded a contract worth around USD 412 million by Tehri Hydro Development Corporation to install a 1,000-MW variable speed pumped-storage hydropower plant on the river Bhagirathi in the state of Uttarakhand, India.

It will be India's first pumped-storage hydroelectric power plant to use variable speed technology, Astom said. Alstom's share of the contract is worth around USD 260.3 million.

Sigaddi growth centre hits roadblock

The Sigaddi growth centre, being developed by the government-owned State Infrastructure and Industrial Development Corporation of Uttarakhand Limited (Sidcul), has hit a roadblock due to the steep hike in the prices of industrial plots — a move that has been criticised by the Comptroller and Auditor General (CAG) of India.

The price of an industrial plot at Sigaddi, set at Rs 3,500 per sq meter by Sidcul – the nodal agency for industrial development – two years ago, is considered very high, and industry has not shown any interest.

In its last meeting, the Sidcul board had called for floating Expressions of Interests (EOIs) in order to ascertain the real value of industrial plots at the Sigaddi growth centre in the Kotdwar area of Pauri district, so that land prices can be brought down to match market expectations.

Inquiries, however, revealed that Sidcul is yet to float such EOIs. “We have not yet started the process of floating EOIs, as we are not too sure how they will help us in evaluating land prices,” said a Sidcul official. On the other hand, Chief Secretary Subhash Kumar, who is also chairman of the Sidcul board, said he would look into the matter.

The development of the growth centre had come under the scrutiny of the CAG, which had stated in its report that priority was given to making more money by way of allotment at the growth centre.

The scheme to set up the growth centre was introduced by the government to encourage industrialisation in backward areas. Under this scheme a growth centre was sanctioned in December 2003. Sidcul acquired 100 acres of land for the growth centre, and 60.87 acres was developed for allotment to entrepreneurs.

Sidcul’s records showed that only 32.93 acres had been allotted to 37 industrial units and 27.94 acres were vacant until August 2010, the CAG report said.

Of the above allotments, 29.42 acres were allotted to 31 units during the years 2005 to 2007 at a fixed price of Rs 450 per sq meter, and only 3.51 acres of land to six units was allotted during the last three financial years, it said.

The audit observed that the slow rate of allotment was mainly due to the “faulty” policy of bidding by Sidcul from the year 2007-08, which stipulates that the industrial plots will be allotted only to the highest bidder and to those bidders who quote a rate that is within 30 per cent of the highest bid.

By adoption of this policy, only two allotments (at the rate Rs 2,800 per sq meter and Rs 2,200 per sq meter) were finalised through a bidding process comprising 27 applicants, as there were huge variations in the rates quoted by bidders.

Later, the state government in July 2008 also issued an order that further allotment of plots would be made at the rate of 125 per cent of the price of the last allotment. But plots for only four units were allotted at Rs 3,500 per sq meter up to August 2010, the report said.

Dehra Dun, Jul 25 (PTI) Uttarakhand government has increased the annuity paid to gallantry award recipients and one-time assistance to them, and announced that it would observe Kargil Day as 'Shaurya Diwas' tomorrow. "Uttarakhand is the first state in the country which has made manifold increase in the annuity paid to gallantry award recipients as well as one-time assistance to them and other soldiers," the government said in a statement issued today on the eve on 'Kargil Diwas'. One-time assistance to Param Vir Chakra and Ashok Chakra awardees has been increased to Rs 25 lakh from Rs 1,72,500 and Rs 1.45 lakh respectively. Similarly, the amount for recipients of Mahavir Chakra and Kirti Chakra has been increased to Rs 15 lakh from Rs 1.15 lakh and Rs 87,000 respectively. A significant increase in one-time assistance for soldiers decorated with Vir Chakra, Shaurya Chakra, Sarvottam Yudh Sewa Medal, Uttam Yudh Sewa Medal and Yudh Sewa Medal has also been made, it said. Apart from this, the government has also decided to provide annuity to gallantry award recipients to life time instead of the present 30 years. Besides, the pension of ex-soldiers and widows of soldiers has also been increased to Rs 3000 per month from Rs 2000. Uttarakhand is also the first state in the country where exservicemen are being appointed as block representatives and they are being given honorarium at the rate of Rs 4000 per month, it said, adding, 95 exservicemen have been provided jobs through this way. Chief Minister Ramesh Pokhriyal Nishank also decided to observe Kargil Day as Shaurya Diwas as the hill state boasts of having the maximum number of soldiers in the country. The government also sanctioned several other welfare schemes for the soldiers like setting up toll-free telephone facility for them.

New Delhi: Yoga guru Ramdev's close aide Balkrishna faced fresh trouble with the CBI claiming that the university degree used by him to get a passport was fake.

The Registrar of Sampurna Nand Sanskrit University Rajnish Shukla said the investigating agency came to the conclusion after records were matched. The enrolment numbers indicated in the fudged documents belong to a different student, he added.

Balkrishna's two degrees 'Purv Madhyma', a high school degree issued in 1991 and 'Shastri', a Sanskrit degree in 1996 don't figure in the university's records, he said.

The documents show Krishna Sanskrit Mahavidyalaya, an affiliate of the university, as the issuing authority, Shukla said adding the Vice-Chancellor has declared the documents as fake.

The CBI had taken all the documents from the Ballery Passport office after the agency registered a Preliminary Enquiry (PE) to probe whether Balkrishna had acquired the travel documents using forged documents.

CBI officials said there were allegations that Balkrishna had fudged certain documents and had acquired passports using forged documents which is a punishable offence under the Indian Passport Act.

The charges have been denied by Ramdev-controlled Patanjali Yogapeeth Trust. "Balkrishna's passport is valid. He got his passport about 12-13 years back. Why is the government now raising questions about it," Trust spokesperson SK Tijarawala had said earlier.

Besides questions being raised about his nationality, Balkrishna is under the scanner of the central investigating and law enforcement agencies for allegedly acquiring wealth worth several crores of rupees.

Both Ramdev and Balakrishna were forcibly removed by Delhi Police on June four from Ramlila grounds in Delhi where the two were leading a gathering demanding tougher anti- corruption laws.

While Ramdev was moved to Patanjali Yogapeeth, Balakrishna went missing and surfaced on June seven.

"I was born in Haridwar and I am an Indian. I have completed my education here. My parents are from Nepal," Balakrishna had said on questions about his nationality on June 7.

The Enforcement Directorate is also conducting a discreet probe into the offshore assets and investments made by Ramdev and institutions affiliated to his Trust.

The ED is probing whether Ramdev’s investments and transactions were carried out flouting foreign exchange laws, sources in the Directorate said.

On the scanner of the agency is an island in Scotland which was gifted to Ramdev by a couple who is among his ardent followers. The Little Cumbrae Island, off the fishing town of Largs in Scotland, serves as Ramdev’s base overseas and also as a wellness centre.

The probe, according to the sources, is aimed at checking the flow of money and transactions through various trusts floated by Ramdev including the Patanjali Yogpeeth Trust, Divya Yoga Mandir Trust and Bharat Swabhiman Trust.

Office-bearers felicitated
:The newly appointed office-bearers of different cells of the Akhil Bharatiya Rashtriya Gorkha Party, Dehradun, were felicitated here on Sunday. The party has also constituted separate cells for women in the districts of Dehradun and Pauri Garhwal and youth cells in Dehradun and Rudrapur. Capt JB Karki (retd), national president of the party made an appeal to the state government to conduct a survey for the identification of the entire population of the Gorkha community residing in Uttarakhand ever since the state came into being.

More services introduced: The Dehradun centre of the VLCC on Rajpur Road on Sunday introduced botox and fillers technologies. Rajpur MLA Ganesh Joshi inaugurated the services. Pooja Sachdeva, manager of the centre, informed that the centre had also started free consultation for skin and haircare.

Baby found dead: The body of a newborn baby was found floating in a river in the Premnagar area on Sunday. The police said there were no injury marks on the body and the child had died of drowning. The body has been kept at a mortuary.

Tributes paid: Chief Minister Ramesh Pokhriyal Nishank paid tributes to the late Amar Shaheed Sridev Suman on his death anniversary. He said Sridev Suman was instrumental in the constitution of the Tehri Rajya Prajamandal on January 23, 1939. He said the youth of the state must follow high ideals set-up by him.

Admn urged to check illegal mining:The representatives of the Washermen Society, Rudrapur, have urged the administration to check illegal mining in the traditional ponds. The representatives have alleged that owing to illegal mining the traditional ponds used by the washermen to wash clothes have been polluted. “For generations we have been washing clothes in these ponds, which have now become the hot spots for illegal miners, causing inconvenience to our community,” said Kanhaiya Lal, a leader of the Washermen Society.

Three held with leopard skins:A team of the Forest Department arrested three youngsters under the Wild Life Protection Act at Bageshwar on Saturday and recovered three leopard skins from them. “After receiving the information that certain persons are bargaining to sell leopard skins, our team reached the spot and arrested them with the skins. They have been identified as Ramesh Pandey, Chanchal Koranga and Kripal Singh, all local residents,” said Ram Singh Bisht, an officer of the Bageshwar range. He said the culprits had confessed to killing the animals in the Jhuni forests.

6 of family get life imprisonment:The Almora District and Sessions judge on Saturday sentenced six members of a family to life imprisonment and imposed a fine of Rs 500 on each of them under Section 302 of the Indian Penal Code (IPC) in a murder case. “The culprits had murdered their own relative Naveen Kumar by attacking him with sticks and batons after a brawl in 2007,” said Narendra Singh Parihar, District Government counsel. He said six witnesses were presented before the court by the prosecution in the case.

2 held for rape of minor:The Pithoragarh police on Sunday arrested two persons in connection with the rape of a minor girl, after villagers blocked the Tanakpur-Pithoragarh highway for two hours demanding the arrest of the culprits. “The culprits were arrested when they were planning to surrender in a court,” said Rajiv Mohan, Pithoragarh SP.

Demand to set up mandi:Farmers having allegiance to the Bharatiya Kishan Union (BKU) have demanded a fruit and vegetable market at Lohaghat town of Champawat district so that the farmers could get good prices of their produce. “Our delegation met the District Magistrate and demanded besides opening of a fruit mandi in the town transfer of the local roads constructed by the Mandi Samiti during the previous Congress regime to the Public Works Department (PWD) and the introduction of a crop insurance scheme at the village level,” said Naveen Singh Karayat, district president of the BKU, Champawat.

Homage paid to martyrs:On the occasion of the birth anniversary of Lokmanya Balgangadhar Tilak and Chandra Shekhar Azad on July 23, the residents of Tanakpur organised a programme to pay homage to these great leaders of the Indian freedom movement. “The programme was organised by Subash Lok Sewa Samiti at Kakraligate, near Tanakpur, and it was attended by hundreds of local residents and students from various schools. Author and journalist Rasheed Kidwai has chronicled the recent history of the Congress in 24 Akbar Road. Here is an excerpt on the highs and lows between the Bachchans and Gandhis

The Bofors scandal took a heavy toll on Rajiv in more than one way. He lost his friendship with his childhood friend, Amitabh Bachchan.

The Gandhis and the Bachchans have never spoken about the actual reason why their friendship soured, but common acquaintances blame it on personality clashes, ego tussles and one-upmanship amid failures and tragedies.

The 'split' has been painful for both sides. For Sonia, it is the loss of the first friend she made in India. Amit, as she affectionately addressed him, was the one who received her off the aeroplane at Palam Airport on the chilly winter morning of 13 January 1968.

Her civil marriage to Rajiv Gandhi took place forty-three days later on 25 February. During this period, Sonia stayed at Amitabh's house with his mother, Teji Bachchan and father, Dr Harivansh Rai Bachchan.

Family friend Mohammad Yunus and Indira Gandhi's confidant, T.N. Kaul, had zeroed in on the Bachchans after Indira said she was not keen on Sonia staying in a hotel or at her residence before the marriage. At that time, Amitabh was yet to become a superstar and Rajiv was a carefree soul.

Along with Ajitabh 'Bunty' Bachchan and Sanjay Gandhi, Rajiv and Sonia were frequently spotted on the India Gate lawns, eating ice cream. Rajiv Gandhi had an old Lambretta scooter, which often had ignition problems. Invariably, either Sanjay or Amitabh had the 'honour' of pushing it for a few metres till it started.

The families were so close that when Rahul and Priyanka grew up, they addressed Amitabh as 'mamun', which is Avadhi for maternal uncle. When Rajiv was assassinated at Sriperumbudur, Amitabh was in London and Rahul in Boston.

They landed in Delhi together from London. Amitabh then took charge of the funeral arrangements with Priyanka, while Rahul stayed at home, trying to console Sonia and accepting condolences.

In several interviews, (Mishra, Sumant, Main Amitabh Bol Raha Hoon: In Candid Conversation, Egmont, Mumbai, 2003) Amitabh has fondly recalled that his first meeting with Rajiv was when he was four years old and Rajiv, two: 'There was this fancy dress party on Bank Road (the Bachchans' residence in Allahabad).

Rajiv Gandhi was two years old and had been dressed up as a freedom fighter. Ma says he messed up his pants. We were all such tiny kids then, absorbed in our little games, that it didn't seem such a big deal that Pandit Nehru's grandson was in our midst.

'He often visited me on the sets, like the time I was shooting for Ganga Ki Saugandh in Jaipur. He was extremely unobtrusive and would wait patiently till I completed my shots. His nature was such that he would never misuse his name or family connections.

On the contrary, more often than not, he would not disclose his surname, fearing the distance it would create between him and the common man,' remembered Amitabh.

He said, 'The last time I met him before leaving for London was in Delhi on 8 May 1991. On the 20th, which was a Monday, the hearing of the Bofors case against a Swedish newspaper began in London.

On the 21st, the judge summarized the case and, on the following Wednesday, the verdict was to be announced. At five o'clock UK time, we returned home after lunch. That's when we received the news of the horrific incident...

'My first reaction was of complete disbelief. The fact that something like this could actually happen was unthinkable. As humans, we find ourselves hoping that we will never be victims of such unspeakable tragedies... I was shocked for quite a while and remained numb and speechless. I am afraid I cannot describe it in words.'

Asked if he considered joining politics to assist Sonia, Amitabh said, 'By force of habit, I find myself totally involved in any work I take up and want to complete it at any cost. Now that I'm deciding to cut down on my films (this was in October 1992), people surmise that it is because I intend to join politics.

Yes, Rajiv was a very dear friend. It is also true that I am one of Soniaji's genuine well-wishers and I'm close to her family. But how will my entering politics ease her concerns and her pains? And why should she need me or require my help? She is an extremely strong, sensible, competent person, fully capable of taking her own decisions. She is aware of what she should and should not do.'

In Mohammed, Khalid's To Be Or Not To Be, (Saraswati Creations, Mumbai, 2002) Amitabh talked about the Gandhi-Bachchan family ties, and said: 'Rajiv and Sanjay studied in Doon School, Ajitabh and I were in Nainital... But our holidays fell around the same months. We'd hang out and swim every day at the pool of Rashtrapati Bhavan.

The friendship continued. After school Rajiv went off to Cambridge. Whenever he would be back home, we'd get together and exchange notes... When he started flying, I'd go with him to provide ballast at the Flying Club of Delhi. I'd glide there for hours... Panditji died. Mrs Gandhi became PM and the family moved to 1 Safdarjung Road, which was close to our home at 13 Willingdon Crescent. Rajiv, Sanjay, Ajitabh and I formed a closely knit group of friends.' By Amitabh's own admission, it was Rajiv and Sanjay who exposed him to avant-garde cinema at a young age through the European films that were specially screened for the Gandhi family at Rashtrapati Bhavan. 'Rajiv and Sanjay Gandhi and I would attend screenings of The Cranes Are Flying and Czech, Polish and Russian films, which often packed an anti-war message,' Amitabh recalled.

Actor Mehmood's biographer, Hanif Zaveri, has many interesting and anecdotal accounts of young Amitabh and Rajiv. When Amitabh was a struggling actor, Mehmood, the comedy king of that era, became his patron. Both Mehmood's brother, Anwar Ali, and sister, Zubaida, became close pals of Amitabh.

In Mehmood: A Man of Many Moods, author Hanif Zaveri reminisces: 'Just before the release of Bombay to Goa, Amitabh had brought a very fair young friend to Mumbai. The friend had accompanied him from Delhi. Mehmood was on a high after taking Calmpose tablets, a drug to which he was addicted.

Anwar introduced the young man to Mehmood, but in his state, he was unable to understand what was said. Mehmood took out five thousand rupees and handed them to Anwar to give to Amitabh's friend.

A puzzled Anwar asked what the money was for. Mehmood said the young fellow was fairer and smarter than Amitabh. He could become an international star. The money was the signing amount for taking the young man in Mehmood's next project.'
