Dehradun, Aug 2 (PTI) The Uttarakhand government today gave its nod to set up three new universities and approved a security act for doctors and other medical staff."Proposals of setting up of Vanasthali Vidyapeeth University, Lingyas University and HT Global University have been cleared," chief secretary Subhash Kumar told reporters after a cabinet meeting chaired by Chief Minister Ramesh Pokhriyal Nishank.While the first two universities would be set up in Haridwar, the three campuses of HT Global University shall come up in Garhwal, Kumaon regions and Dehradun, he said.The cabinet also gave approval to a security act for doctors and other medical staff to protect them against violence from agitated family members of patients and anti- social elements, Kumar said.Under the Uttarakhand Medical Services Persons and Institutions Prevention of Violence and Damage of Property Act, attacks on doctors and medical staff would be made non-bailable offence.Kumar, however, said that it would be applicable on the staff and doctors of registered hospitals and nursing homes covered under the Clinical Establishment Act.Contracts of 76 doctors working in Ayush department have been extended for a period of one more year or till regular doctors join service, whichever is less, he said.The cabinet also gave nod to the National Rural Land Record modernisation scheme under which the state would get money in the ratio of 60:40 for a Rs 200 crore project, the chief secretary said.In the project that is to be carried out during 2012-17, Rs 80 crore would be spent by the Uttarakhand government while the remaining Rs 120 crore would be provided by the Centre, he added.Kumar said the cabinet also decided to fill up 139 posts of constables (Group IV) in excise department.
